民辦學(xué)校分類(lèi)管理的現(xiàn)實(shí)基礎(chǔ)與基本路徑

【摘要】:在我國(guó)民辦教育領(lǐng)域投資辦學(xué)和捐資辦學(xué)并存的局面下,分類(lèi)管理的缺失帶來(lái)了諸多困境,F(xiàn)今,無(wú)論從民辦教育發(fā)展內(nèi)部矛盾來(lái)看,還是從經(jīng)濟(jì)環(huán)境、思想基礎(chǔ)和政策走向觀之,實(shí)施分類(lèi)管理都具備了一定的可行性。分類(lèi)管理要堅(jiān)持多元性取向,允許營(yíng)利性與非營(yíng)利性民辦學(xué)校和諧共存;堅(jiān)持公益性取向,重點(diǎn)發(fā)展非營(yíng)利性民辦學(xué)校;堅(jiān)持公平性取向,為兩類(lèi)民辦學(xué)校采取有針對(duì)性的管理措施。其實(shí)踐思路是在合理劃分營(yíng)利性與非營(yíng)利性民辦學(xué);A(chǔ)上,完善分類(lèi)登記制度,將非營(yíng)利性民辦學(xué)校同公辦學(xué)校一樣登記為事業(yè)單位法人,將營(yíng)利性民辦學(xué)校登記為企業(yè)法人,并基于整體扶持與區(qū)別對(duì)待相結(jié)合的原則跟進(jìn)配套政策。實(shí)施過(guò)程中,要借鑒發(fā)達(dá)國(guó)家經(jīng)驗(yàn),求索本土管理模式;打破各自為政局面,部門(mén)地方通力配合;推行地方先行試點(diǎn),汲取經(jīng)驗(yàn)總結(jié)教訓(xùn)。
[Abstract]:Under the coexistence of investment and donation in the field of private education in China, the lack of classified management has brought many difficulties. Nowadays, whether from the internal contradictions of the development of private education, or from the economic environment, ideological basis and policy trend, the implementation of classified management has a certain feasibility. Classified management should adhere to pluralistic orientation, allow for-profit and non-profit private schools to coexist in harmony, adhere to the public welfare orientation, and focus on the development of non-profit private schools. Adhere to the fairness orientation, for the two types of private schools to take targeted management measures. The practical train of thought is to perfect the classified registration system on the basis of the reasonable division of profit-making and non-profit private schools, and to register non-profit private schools as legal persons of public institutions as public schools. The for-profit private schools are registered as enterprise legal persons, and the supporting policies are followed up based on the principle of the combination of overall support and differential treatment. In the process of implementation, we should draw lessons from the experience of developed countries, seek for local management model, break the situation of separate government, departments and local cooperation, carry out local pilot projects, draw lessons from experience and sum up lessons.
