【摘要】：2006年我國(guó)中央政府啟動(dòng)實(shí)施了農(nóng)村義務(wù)教育階段教師特設(shè)崗位計(jì)劃,創(chuàng)新了農(nóng)村教師的補(bǔ)充機(jī)制�；�2004—2013年我國(guó)大陸省級(jí)行政單位的面板數(shù)據(jù),從城鄉(xiāng)差異的視角描述了教師隊(duì)伍結(jié)構(gòu)的時(shí)間變化趨勢(shì),并利用固定效應(yīng)模型分析了"特崗"教師政策對(duì)于改善教師隊(duì)伍結(jié)構(gòu)和促進(jìn)教育公平方面的作用,以及其發(fā)展現(xiàn)狀與政策預(yù)期之間存在的差距。研究發(fā)現(xiàn),"特崗"教師政策在解決農(nóng)村師資總量不足、結(jié)構(gòu)不合理等方面的問(wèn)題時(shí)起到的作用有限。建議"特崗計(jì)劃"在精準(zhǔn)測(cè)算教師供給方機(jī)會(huì)成本和教師需求方地方財(cái)力的基礎(chǔ)上,調(diào)整配套政策方案,構(gòu)建可持續(xù)的農(nóng)村地區(qū)義務(wù)教育階段教師隊(duì)伍補(bǔ)充機(jī)制,從而更好地促進(jìn)教育公平發(fā)展。
[Abstract]:In 2006, the central government initiated the implementation of the rural compulsory education stage teachers special post plan, innovating the supplementary mechanism of rural teachers. Based on the panel data of provincial administrative units in mainland China from 2004 to 2013, this paper describes the temporal trend of teachers' structure from the perspective of urban and rural differences. The fixed effect model is used to analyze the role of the "special post" teacher policy in improving the structure of teachers and promoting the educational equity, and the gap between the present situation and the policy expectation. It is found that the "special post" teacher policy plays a limited role in solving the problems of insufficient teachers and unreasonable structure in rural areas. On the basis of accurate calculation of the opportunity cost of teachers' supply side and local financial resources on the demand side of teachers, the "special post plan" should adjust the supporting policies and programs, and construct a sustainable supplementary mechanism for teachers in compulsory education in rural areas. In order to better promote the equitable development of education.
