全面建成小康社會背景下濮陽市義務教育公平問題研究

【摘要】:義務教育公平問題是關系千家萬戶的民生熱點話題。黨的十八大強調要辦好人民滿意的教育,大力促進教育公平,要到2020年基本實現(xiàn)我國教育的現(xiàn)代化。目前,全面建成小康社會的奮斗目標已經到了決勝階段,義務教育公平的程度影響和制約著全面小康社會能否如期實現(xiàn)。本文以河南省濮陽市的義務教育公平問題為研究對象,以義務教育存在不公的現(xiàn)狀出發(fā),分析其產生的原因,結合教育部門的方針政策,提出相應的改善措施,促進該市義務教育現(xiàn)代化的基本實現(xiàn),從而推進濮陽市全面建成小康社會目標的實現(xiàn)。本文從文獻研究著手,對馬克思主義教育公平觀、中國特色社會主義教育公平觀的進行梳理;用比較研究的方法,對《濮陽市統(tǒng)計年鑒》等資料的數(shù)據進行分析和比較,得到可靠的數(shù)據支撐;采取實地調查的方法,發(fā)現(xiàn)該市義務教育不公存在的具體問題。本文論述了濮陽市義務教育不公存在的問題:普遍存在的大班額現(xiàn)象;有償補課和亂收費問題;偏重主科教學發(fā)展以及教師方面因素導致的教育質量發(fā)展不均衡。并分析存在這些現(xiàn)象的原因:當?shù)卣谓洕l(fā)展不平衡、相關法律制度不健全,政府責任落實不到位構成的教育系統(tǒng)外部原因;學校辦學思想、班級班數(shù)和人數(shù)的安排、課程開設的影響和教學過程中教師的影響構成的教育系統(tǒng)內部的原因;另外從家長和學生的態(tài)度視角分析其原因。為能如期實現(xiàn)該市小康社會全面建成的奮斗目標,實現(xiàn)該市義務教育的現(xiàn)代化,實現(xiàn)該市義務教育治理體系和治理能力現(xiàn)代化。從政府角度來講,要完善義務教育法規(guī)和制度體系教育部門依法履行職責,加強教育部門監(jiān)督力度,加大對薄弱學校的投入力度,合理規(guī)劃中小學學校布局,推進義務教育信息化建設;從學校角度來講,轉變辦學理念,改善辦學硬件條件,培養(yǎng)學生全面發(fā)展;從教師角度來講,提高教師待遇,提高教師教學質量,加強教師師德師風建設,優(yōu)化鄉(xiāng)村教師資源配置。
[Abstract]:The issue of equity in compulsory education is a hot topic related to the people's livelihood of thousands of families. The 18 National Congress of the Party stressed the importance of running a satisfactory education for the people, vigorously promoting education fairness, and basically realizing the modernization of education in our country by 2020. At present, The goal of building a well-off society in an all-round way has reached a decisive stage, and the degree of equity in compulsory education affects and restricts the realization of the well-to-do society in an all-round way on time. This paper takes the issue of equity in compulsory education in Puyang City, Henan Province, as the research object. Based on the existing unfair situation of compulsory education, this paper analyzes the causes of its emergence, and puts forward corresponding improvement measures in combination with the principles and policies of the education department, so as to promote the basic realization of the modernization of compulsory education in the city. In order to promote the realization of the goal of building a well-off society in an all-round way in Puyang City, this paper begins with the literature study, combs the Marxist concept of educational equity and the view of educational equity of socialism with Chinese characteristics, and uses the method of comparative study, Through the analysis and comparison of the data of the Statistical Yearbook of Puyang City, the reliable data are obtained, and the method of field investigation is adopted. This paper discusses the problems of unfair compulsory education in Puyang City, such as the phenomenon of large class size, the problem of compensation and compensation, and the problem of free charge. Emphasis is placed on the development of subject teaching and the unbalanced development of education quality caused by teachers, and the reasons for these phenomena are analyzed: the local political and economic development is unbalanced, the relevant legal system is not perfect, The external reasons of the education system, the thought of running a school, the arrangement of the class size and the number of classes, the influence of the curriculum and the influence of the teachers in the course of teaching, are the internal reasons of the education system. In addition, from the perspective of the attitudes of parents and students, the reasons are analyzed. In order to achieve the goal of building a well-off society in the city on time, and to realize the modernization of compulsory education in the city, From the perspective of the government, it is necessary to perfect the compulsory education laws and regulations system and the educational department to perform its duties in accordance with the law, and to strengthen the supervision of the education department. To increase the investment in weak schools, to plan the layout of primary and secondary schools rationally, to promote the information construction of compulsory education, to change the idea of running schools, to improve the hardware conditions of running schools, and to train students to develop in an all-round way. From the point of view of teachers, we should improve the treatment of teachers, improve the quality of teachers' teaching, strengthen the construction of teachers' ethics and style of teachers, and optimize the allocation of rural teachers' resources.
