【摘要】：校外培訓(xùn)機(jī)構(gòu)存在于學(xué)校教育系統(tǒng)之外,但對(duì)素質(zhì)教育的全面實(shí)施和學(xué)生的健康發(fā)展產(chǎn)生越來越多的影響,如何科學(xué)規(guī)范校外培訓(xùn)機(jī)構(gòu)的發(fā)展、提升校外培訓(xùn)機(jī)構(gòu)治理水平,是國(guó)內(nèi)外共同關(guān)注的現(xiàn)實(shí)問題。各國(guó)政府在培訓(xùn)機(jī)構(gòu)治理方面有著不同的舉措,研究認(rèn)為,完全禁止校外培訓(xùn)往往是無效的,提高學(xué)校教育質(zhì)量是關(guān)鍵因素,需要防止教師在校外培訓(xùn)的腐敗行為,加強(qiáng)政府資助的校內(nèi)課外培訓(xùn)。國(guó)外在校外培訓(xùn)機(jī)構(gòu)治理上往往存在著價(jià)值取向的困境、文化傳統(tǒng)的慣性、政策工具的矛盾等問題。我國(guó)在實(shí)現(xiàn)校外培訓(xùn)機(jī)構(gòu)治理能力提升過程中,要警惕教育改革助推校外培訓(xùn),切實(shí)提高學(xué)校教育質(zhì)量,加強(qiáng)教師自律和校外培訓(xùn)機(jī)構(gòu)行業(yè)監(jiān)管,充分利用現(xiàn)代化技術(shù)手段,加強(qiáng)政府與社會(huì)的合作。
[Abstract]:Off-campus training institutions exist outside the school education system, but they have more and more influence on the overall implementation of quality education and the healthy development of students. How to scientifically standardize the development of off-campus training institutions and improve the governance level of off-campus training institutions, It is a practical issue of common concern at home and abroad. Governments of various countries have different measures in the governance of training institutions. The study believes that a complete ban on off-campus training is often ineffective, and that improving the quality of school education is a key factor. It is necessary to prevent the corruption of teachers' training outside school and strengthen the outside training which is funded by the government. There is often a dilemma of value orientation and the inertia of cultural tradition in the management of off-campus training institutions in foreign countries. During the process of improving the governance ability of off-campus training institutions, our country should be on guard against the education reform to help promote off-campus training, to improve the quality of school education, to strengthen teachers' self-discipline and to strengthen the industry supervision of off-campus training institutions. We will make full use of modern technological means to strengthen cooperation between the government and society.
