【摘要】:以Cite Space為工具,對(duì)近十年來(lái)關(guān)于教育政策評(píng)估研究的文獻(xiàn)進(jìn)行梳理發(fā)現(xiàn):在研究?jī)?nèi)容上,主要集中于教育政策評(píng)估內(nèi)涵要素研究、教育政策評(píng)估價(jià)值研究、教育政策評(píng)估實(shí)踐應(yīng)用研究、教育政策評(píng)估國(guó)際經(jīng)驗(yàn)比較研究四個(gè)領(lǐng)域;在研究路徑上,教育政策評(píng)估研究受?chē)?guó)家政策導(dǎo)向性強(qiáng),其研究日益注重量化技術(shù)的使用。雖然研究成果豐碩,但仍存在研究范式單一、量化研究薄弱、實(shí)踐導(dǎo)向不足、政策因素研究薄弱、第三方評(píng)估研究欠缺等弊端。針對(duì)中國(guó)教育改革與發(fā)展實(shí)際,教育政策評(píng)估研究需要在五個(gè)方面進(jìn)行重點(diǎn)突破:加快范式變革,以滿(mǎn)足教育發(fā)展需求為著力點(diǎn);量化與質(zhì)性相結(jié)合,拓展基于證據(jù)的教育政策評(píng)估研究;以問(wèn)題為導(dǎo)向,促進(jìn)評(píng)估成果轉(zhuǎn)化為實(shí)踐;統(tǒng)籌考慮,重視對(duì)引發(fā)教育活動(dòng)及其結(jié)果的政策因素的研究;加強(qiáng)第三方評(píng)估研究,推動(dòng)中國(guó)教育治理現(xiàn)代化與決策科學(xué)化。
[Abstract]:Using Cite Space as a tool, this paper reviews the literature on educational policy evaluation in the past ten years and finds that the research contents are mainly focused on the study of the connotation elements of educational policy evaluation, the value of educational policy evaluation, and the research on the evaluation value of education policy. The research on the practical application of educational policy assessment, the comparative study of international experience of educational policy assessment, and the research path of education policy evaluation are strongly guided by national policies. Although the research results are fruitful, the research paradigm is single, the quantitative research is weak, the practice orientation is insufficient, and the policy factor research is weak. In view of the reality of education reform and development in China, the research on educational policy evaluation needs to make a breakthrough in five aspects: speeding up the paradigm change to meet the needs of educational development; Combining quantification and quality, we should expand the research of evidence-based education policy evaluation, take the problem as the direction, promote the evaluation result into practice, consider as a whole, attach importance to the research of the policy factors that trigger the educational activities and their results. Third-party evaluation research should be strengthened to promote the modernization of educational governance and scientific decision-making in China.
