【摘要】：我國教育事業(yè)的健康發(fā)展離不開教育督導(dǎo)政策的正確制定和貫徹執(zhí)行。它不僅是我國依法治教、進行科教興國的需要,也是保證我國教育可持續(xù)發(fā)展的需要。要正確地制定和貫徹執(zhí)行教育督導(dǎo)政策,需要研究相關(guān)歷史,以便從中吸取歷史經(jīng)驗�；诖�,本文把云南省“普九”督導(dǎo)政策作為研究對象,對改革開放以來云南省“普九”教育督導(dǎo)政策制定與實施的歷史進行研究。本文緒論論述了本文研究的緣起、概念界定、研究目的與意義、文獻綜述、研究思路與方法以及研究的重難點、創(chuàng)新點等問題。正文分為以下六個部分:第一部分的重點是為本文對云南省普九督導(dǎo)政策的研究提供一個科學(xué)的思想武器。著重指出要以教育督導(dǎo)學(xué)作為研究教育督導(dǎo)政策歷史的理論基礎(chǔ),再結(jié)合我國教育督導(dǎo)政策應(yīng)遵循的基本原則,提出以十大原則作為評價教育督導(dǎo)政策制定與實施歷史的基本尺度。第二部分著重論述云南省教育督導(dǎo)政策制定與實施的歷史背景。認(rèn)為云南省之所以制定、實施和不斷修正“普九”督導(dǎo)政策,是落實全國“普九”督導(dǎo)政策的需要,是各省不斷探索“普九”督導(dǎo)問題的推動和借鑒其經(jīng)驗的需要,更是云南省適應(yīng)本省“普九”實踐特殊性的需要。第三部分主要論述了從1986年到1992年期間云南省“普九”督導(dǎo)政策的初步制定和實施的基本情況。首先,對改革開放以來國家教育督導(dǎo)政策的初步形成情況以及當(dāng)時全國教育督導(dǎo)政策實施工作的開展情況進行了論述;其次,重點研究了云南省在這一時期如何通過制定和實施相關(guān)政策來貫徹落實國家的教育督導(dǎo)政策的相關(guān)情況;最后,總結(jié)在云南省教育督導(dǎo)政策的實施過程中取得的成果、存在的問題。第四部分主要論述從1993年到2006年期間云南省“普九”督導(dǎo)政策初步的修正和繼續(xù)落實的情況。這一部分主要探討云南省“普九”督導(dǎo)政策在云南省內(nèi)的進一步發(fā)展情況,如云南省各地采取的督導(dǎo)措施、取得的督導(dǎo)成績,對比前一階段教育督導(dǎo)政策有哪些進步的地方,以及探析云南省在教育政策的實施過程中遇到的新的困難與阻礙。第五部分主要論述從2007到2016年期間云南省“普九”督導(dǎo)政策的進一步完善與全面實施的情況。這一部分回顧了這個時期在全國范圍內(nèi)尤其是云南省內(nèi)貫徹落實“普九”督導(dǎo)政策的具體情況,分析當(dāng)時教育督導(dǎo)的新思路、新手段與新途徑,同時從中發(fā)現(xiàn)出新的問題。第六部分是對云南省“普九”督導(dǎo)政策實施的歷史反思,分為三個方面來加以論述。首先是總結(jié)改革開放以來國家和云南省在貫徹落實“普九”督導(dǎo)政策所積累的歷史經(jīng)驗與所得到啟示;然后總結(jié)在云南省“普九”督導(dǎo)政策的實施過程中所暴露出來的問題和在進一步發(fā)展過程中所面臨的新的困難和阻礙;最后就是重點針對暴露出來的問題提出相應(yīng)的解決對策,為繼續(xù)完善云南省“普九”督導(dǎo)政策提供具有針對性和可操作性的意見或建議。
[Abstract]:The healthy development of China's education cannot do without the education supervision policy correctly formulate and implement. It is not only our country according to law, the need of science and education, and also to ensure the sustainable development of education in our country. To correctly formulate and implement educational supervision policy, need to study the related history, in order to learn history from the experience. Based on this, this paper take Yunnan province "Pujiu" supervision policy as the research object, to study the formulation and implementation of the history of the supervision policy of Yunnan province "Pujiu" education since the reform and opening up. The introduction discusses the origin, this paper studies the definition, purpose and significance of research, literature review, research ideas difficult with the methods of research, innovation and other issues.
