【摘要】：中國義務(wù)教育經(jīng)過30年的發(fā)展,經(jīng)歷了從非均衡到逐步謀求均衡的過程。從義務(wù)教育均衡發(fā)展政策的變遷歷程可以看出,該政策受到了背景、制度、行為、結(jié)果等多因素的深層結(jié)構(gòu)性影響,并且在政策變遷過程中存在制度環(huán)境的惰性、原有制度的慣性、制度主體的薄弱與非正式制度的阻梗等問題。為完善義務(wù)教育均衡發(fā)展政策,實(shí)現(xiàn)教育公平,必須優(yōu)化城鄉(xiāng)教育的制度環(huán)境,打破對(duì)原有制度的路徑依賴,加強(qiáng)中央和省級(jí)政府的主導(dǎo)作用,加強(qiáng)正式制度與非正式制度的融合。
[Abstract]:After 30 years of development, compulsory education in China has experienced a process from non-equilibrium to gradual seeking for equilibrium. From the process of transition of the policy of balanced development of compulsory education, we can see that the policy has been subject to background, system and behavior. The result is the deep structural influence of many factors, and there is the inertia of the institutional environment and the inertia of the original institution in the process of policy change. In order to perfect the policy of balanced development of compulsory education and realize education equity, we must optimize the institutional environment of urban and rural education and break the path dependence on the original system. Strengthen the leading role of central and provincial governments, strengthen the integration of formal and informal institutions.

【正文快照】： 目前,中國義務(wù)教育正在經(jīng)歷著從“有學(xué)上”到“上好學(xué)”的歷史性跨越。為了解決義務(wù)教育發(fā)展不均衡問題,政府出臺(tái)了財(cái)政轉(zhuǎn)移支付、教師流動(dòng)、免費(fèi)師范生和特崗教師等一系列政策,試圖通過制度建設(shè),推進(jìn)義務(wù)教育從初步均衡逐步走向基本均衡,并最終實(shí)現(xiàn)高位均衡。與義務(wù)教育均衡
