【摘要】：面臨全球教育一體化的機(jī)遇和挑戰(zhàn),作為亞太地區(qū)重要經(jīng)濟(jì)體的東南亞國家聯(lián)盟,多年來致力于搭建東盟教育和培訓(xùn)的資歷互認(rèn)框架,實現(xiàn)東盟十個國家之間各級各類教育和培訓(xùn)的銜接和溝通,增強(qiáng)教育的國際影響力和社會經(jīng)濟(jì)的發(fā)展。本文旨在描述和分析東盟建立資歷參照框架的發(fā)展過程和實踐嘗試,文章主要分為四個部分:第一部分介紹東盟自1995年以來發(fā)展資歷參照框架的主要事件;第二部分描述東盟資歷參照框架中八個層次的資歷級別,以及每一級別所需達(dá)到的知識、技能、能力和責(zé)任感的資歷指標(biāo),特別闡述了東盟資歷參照框架和各國國家資歷框架之間的對接關(guān)系和質(zhì)量保證體系;第三部分詳細(xì)描述東盟資歷參照框架中的核心部分職業(yè)教育和培訓(xùn)的資歷級別、資歷指標(biāo)和質(zhì)量保證;第四部分討論建設(shè)區(qū)域資歷參照框架的優(yōu)勢和挑戰(zhàn)。最后,作者提出,在我國構(gòu)建終身學(xué)習(xí)立交橋中,實現(xiàn)各級各類教育的銜接和溝通,不僅要基于我國的國情,同時要考慮到與國際接軌。
[Abstract]:Faced with the opportunities and challenges of global integration of education, the Association of Southeast Asian Nations, as an important economy in the Asia-Pacific region, has for many years devoted itself to building a framework for mutual recognition of qualifications in ASEAN education and training, To realize the link and communication between all levels of education and training among the ten ASEAN countries, and to enhance the international influence of education and the development of social economy. The purpose of this paper is to describe and analyze the development process and practice of ASEAN's establishment of seniority reference framework. The article is divided into four parts: the first part introduces the main events of ASEAN's development seniority reference framework since 1995; The second part describes the eight levels of seniority in the ASEAN seniority reference Framework, as well as the seniority indicators required for each level of knowledge, skills, competence and responsibility. In particular, it describes the linkage and quality assurance system between the ASEAN seniority reference framework and the national qualifications framework of each country. The third part describes in detail the seniority levels of vocational education and training, the core part of the ASEAN qualification reference framework. The fourth part discusses the advantages and challenges of building a regional qualification reference framework. Finally, the author points out that in the construction of lifelong learning overpass in our country, the connection and communication of all levels and kinds of education should not only be based on the national conditions of our country, but also take into account the connection with the international community.
