美國(guó)總統(tǒng)里根執(zhí)政時(shí)期的教育政策研究

【摘要】:20世紀(jì)70到80年代,羅納德·里根在美國(guó)政壇上的活躍意味著保守主義的政治思想在美國(guó)的復(fù)興,里根在任加州州長(zhǎng)和美國(guó)總統(tǒng)期間都提出過一些具有保守主義色彩的教育政策或提議。自里根就任美國(guó)總統(tǒng)以來,更是針對(duì)聯(lián)邦教育管理和行政機(jī)構(gòu)冗雜、運(yùn)行效率低下,美國(guó)公立學(xué)校教育質(zhì)量持續(xù)下降等弊病,以教育行政權(quán)力的下放和教育行政權(quán)力的去中心化為核心思想進(jìn)行了教育改革。其改革內(nèi)容包括大幅壓縮簡(jiǎn)化聯(lián)邦、州一級(jí)的教育行政機(jī)構(gòu),精簡(jiǎn)人員;改革教育撥款模式,減少教育經(jīng)費(fèi)預(yù)算;積極推行教育券政策;采取一系列措施提高美國(guó)中小學(xué)教育質(zhì)量等。里根總統(tǒng)執(zhí)政期間的教育改革取得了較為明顯的成效,對(duì)美國(guó)日后的教育改革產(chǎn)生了深遠(yuǎn)的影響。本文將以20世紀(jì)70到80年代里根擔(dān)任州長(zhǎng)和總統(tǒng)時(shí)期的教育政策為研究對(duì)象,深入討論這些教育政策的產(chǎn)生背景,具體內(nèi)容,實(shí)施效果,以及對(duì)我國(guó)的啟示,以回答關(guān)于教育政策“為什么”“怎么辦”“怎么樣”“有何用”等問題。本文在關(guān)注教育政策形成的社會(huì)政治經(jīng)濟(jì)等因素的同時(shí),還將研究美國(guó)政治舞臺(tái)中擁有最高權(quán)力的人物,集國(guó)家元首、政府首腦和武裝力量總司令三大職務(wù)于一身,享有廣泛的立法倡議權(quán)、立法否決權(quán)的美國(guó)總統(tǒng)其本人的特質(zhì)與魅力對(duì)美國(guó)當(dāng)時(shí)的教育政策產(chǎn)生的積極影響。
[Abstract]:From 70 to 80s twentieth Century, Ronald Regan's active political affairs in the United States meant the revival of conservative political ideas in the United States. During his appointment as governor of California and the president of the United States, Reagan had put forward some conservative educational policies or proposals. Since Reagan took office as president of the United States, it was aimed at the administration of federal education. With the miscellaneous administrative institutions, the inefficient operation and the continuous decline in the quality of the education of the public schools in the United States, the educational reform was carried out with the decentralization of the administrative power and the centralization of the administrative power of education. The reform includes a large reduction in the simplification of the federal, state level education administrative institutions, the streamlining of the personnel, and the reform of education. The educational appropriation model, reducing the budget of education funds, actively carrying out the education voucher policy, and taking a series of measures to improve the quality of the education in the primary and secondary schools in the United States. The educational reform during President Reagan's administration has achieved remarkable results and has a far-reaching impact on the education reform in the United States in the future. This paper will be from 70 to 80s of twentieth Century. The educational policy of the governor and the presidency is the research object, and the background of the education policy, the specific content, the effect and the enlightenment to our country are discussed in order to answer the questions about "why" "how" "how" "how" "how" and "what is the use" of education policy. This article is concerned with the social politics formed by the education policy. At the same time, it will also study the people with the highest power in the political stage of the United States, which have three major duties as head of state, head of government and commander in chief of the armed forces, and enjoy a wide range of legislative initiatives. The president of the United States, who has the power of legislative veto, has a positive influence on the education policy of the United States at that time.
