【摘要】：建立大學與機構(gòu)共同體是法國當前扭轉(zhuǎn)高等教育困境和創(chuàng)建世界一流大學的一項重要舉措。"共同體"先通過地區(qū)自主協(xié)商,再由國家頒布法令得以確立,從而將各地區(qū)綜合性大學、"大學校"和科研機構(gòu)置于同一平臺。在法律規(guī)定與科研資助項目的合作框架下,"共同體"形成以三大委員會為核心的治理結(jié)構(gòu)、以各項合作協(xié)議為紐帶的成員互動方式和以契約為依托的經(jīng)費管理模式。法國大學的自治改革、政府的改組政策、統(tǒng)一的內(nèi)部治理結(jié)構(gòu)、明確的契約管理和優(yōu)勢資源的集中整合為"共同體"的發(fā)展提供了制度環(huán)境,但同時也引發(fā)了不少爭議與現(xiàn)實問題。
[Abstract]:The establishment of a community of universities and institutions is an important measure for France to reverse the predicament of higher education and create a world-class university. The Community is first established through regional independent consultation and then established by a decree issued by the state, thus placing the regional comprehensive universities, "universities" and scientific research institutions on the same platform. Under the framework of cooperation between the law and the scientific research funded projects, the "Community" forms a governance structure with the three committees as the core, the members interacting with each cooperation agreement as the link, and the fund management mode based on the contract. The autonomy reform of French universities, the reorganization policy of the government, the unified internal governance structure, the clear contract management and the centralized integration of superior resources provide the institutional environment for the development of the "community", but at the same time, it also causes many disputes and practical problems.
