【摘要】：高等教育管辦評分離是適應(yīng)教育供給側(cè)改革的現(xiàn)實需要,高等教育管辦評分離是解決當(dāng)前教育領(lǐng)域供需失衡矛盾的重要手段。相互促進(jìn)、追求善治與優(yōu)質(zhì)是教育供給側(cè)改革與高等教育管辦評分離的關(guān)系。解決現(xiàn)實問題、提升引領(lǐng)教育供給側(cè)改革是高等教育管辦評分離的現(xiàn)實意義。樹立供給側(cè)改革的覺醒意識,明確劃分管、辦、評各自的職責(zé)權(quán)限,建立健全管辦評分離的監(jiān)督制度,構(gòu)建管辦評分離的合作聯(lián)動機(jī)制是管辦評分離的有效路徑。
[Abstract]:Higher education management grade deviation is an important means to solve the imbalance between supply and demand in the field of education, which is to meet the practical needs of the education supply-side reform. Mutual promotion, pursuit of good governance and quality is the relationship between education supply-side reform and higher education management and evaluation. To solve the practical problems and promote the education supply-side reform is the practical significance of the separation of higher education management and evaluation. It is an effective way for the separation of management and evaluation to set up the consciousness of awakening of supply-side reform, to clearly divide the management, to do, to evaluate their respective duties and powers, to establish and perfect the supervision system of the separation of management and evaluation, and to establish the cooperative linkage mechanism of the separation of management and evaluation.
