【摘要】：我國教育事業(yè)正在的高速發(fā)展,各大高校對于教學(xué)實驗儀器設(shè)備的投入也逐步增加。伴隨著儀器設(shè)備采購量的不斷增加,設(shè)備購置的科學(xué)性、合理性、效益性就顯得非常重要。尤其是醫(yī)學(xué)類高校,由于承擔(dān)教學(xué)科研任務(wù)以外,其附屬醫(yī)院還承擔(dān)社會醫(yī)療服務(wù),且其實驗室涉及很多醫(yī)療設(shè)備,而醫(yī)療設(shè)備普遍具有造價高、更新快的特點,因此醫(yī)學(xué)類高校實驗室醫(yī)療設(shè)備的采購績效評價更為關(guān)鍵。目前對醫(yī)療設(shè)備采購績效評價的研究大多停留在政策上和理論上,缺乏系統(tǒng)性。采購決策也缺乏科學(xué)的依據(jù),個人主觀因素的誤導(dǎo)時有發(fā)生。還有設(shè)備購進后的管理也存在手段落后、時效性和系統(tǒng)性差的問題。針對以上問題,本文主要從以下幾個方面進行了研究:1.建立了高校實驗室醫(yī)療設(shè)備采購績效評價指標(biāo)體系。借鑒了眾多醫(yī)療類高校及醫(yī)院等單位成熟的設(shè)備采購績效評價體系,對西安醫(yī)學(xué)院的實際情況進行分析,運用專家咨詢法,確定了包括設(shè)備投標(biāo)商產(chǎn)品報價、設(shè)備投標(biāo)商設(shè)備技術(shù)指標(biāo)、設(shè)備投標(biāo)商服務(wù)質(zhì)量、設(shè)備投標(biāo)商信譽狀況、設(shè)備投標(biāo)商企業(yè)資質(zhì)、設(shè)備投標(biāo)商創(chuàng)新能力、設(shè)備投標(biāo)商競爭能力、設(shè)備投標(biāo)商財務(wù)狀況等八個一級指標(biāo)及相應(yīng)二級指標(biāo)的,并對指標(biāo)進行了詳細的說明。2.建立評標(biāo)定標(biāo)的模糊數(shù)學(xué)模型和計算方法。在醫(yī)療設(shè)備采購評標(biāo)中引入模糊評判法,分析目前評標(biāo)定標(biāo)中的不足,建立模糊數(shù)學(xué)模型,確定評標(biāo)定標(biāo)計算方法,通過模糊評判法進行處理,能夠更加科學(xué)、公平地評定中標(biāo)單位,因而使得醫(yī)療設(shè)備采購績效評價更完善,更科學(xué),更透明。3.根據(jù)實際情況,設(shè)計了醫(yī)療設(shè)備采購與全生命周期管理系統(tǒng)。提出了實驗室醫(yī)療設(shè)備采購與設(shè)備全生命周期管理系統(tǒng)的集成方案,分別設(shè)計并開發(fā)了高校實驗室醫(yī)療設(shè)備采購績效評價管理系統(tǒng)和設(shè)備管理全生命周期系統(tǒng),并進行了系統(tǒng)集成。通過該系統(tǒng)對高校醫(yī)療設(shè)備的采購評價進行了科學(xué)合理的優(yōu)化,并對采購后的設(shè)備的維修、保養(yǎng)、流轉(zhuǎn)、盤點、使用效能等管理更科學(xué)。
[Abstract]:With the rapid development of education in our country, the investment of teaching experiment equipment in colleges and universities is increasing step by step. With the increasing purchase of instruments and equipment, it is very important to purchase the equipment scientifically, reasonably and efficiently. In particular, medical colleges and universities, in addition to their teaching and scientific research tasks, their affiliated hospitals are also responsible for social medical services, and their laboratories involve a lot of medical equipment, which is generally characterized by high cost and fast updating. So it is more important to evaluate the purchasing performance of laboratory medical equipment in medical colleges and universities. At present, the research on medical equipment procurement performance evaluation mostly stays on policy and theory, lack of systematic. The purchase decision also lacks the scientific basis, the personal subjective factor misleads frequently. There are also equipment after the purchase of management means behind, timeliness and systemic poor problems. In view of the above problem, this article mainly carries on the research from the following several aspects: 1. The performance evaluation index system of medical equipment procurement in university laboratory is established. Referring to the mature equipment purchasing performance evaluation system of many medical universities and hospitals, this paper analyzes the actual situation of Xi'an Medical College, and uses the method of expert consultation to determine the price of products including equipment tenderers. Equipment tenderer equipment technical index, equipment tenderer service quality, equipment tenderer credit standing, equipment tenderer enterprise qualification, equipment tenderer innovation ability, equipment tenderer competitive ability, The financial status of the equipment tenderer and other eight first class indicators and corresponding secondary indicators, and the indicators were described in detail. 2. The fuzzy mathematical model and calculation method of bid evaluation and calibration are established. The fuzzy evaluation method is introduced in the bidding evaluation of medical equipment, the deficiency in the current bid evaluation and calibration is analyzed, the fuzzy mathematical model is established, the calculation method of evaluation and calibration is determined, and the method of fuzzy evaluation is processed, which can be more scientific. Fair evaluation of the winning bidder makes the performance evaluation of medical equipment procurement more perfect, more scientific, more transparent. 3. According to the actual situation, the medical equipment purchase and the whole life cycle management system are designed. This paper puts forward the integrated scheme of medical equipment procurement and equipment life-cycle management system, designs and develops the performance evaluation management system of medical equipment procurement and the whole life cycle system of equipment management in colleges and universities respectively. And the system integration is carried out. Through this system, the scientific and reasonable evaluation of medical equipment procurement in colleges and universities is carried out, and the management of the equipment after purchase is more scientific, such as repair, maintenance, circulation, inventory, use efficiency and so on.
