我國(guó)大學(xué)學(xué)院治理問(wèn)題研究

【摘要】:隨著大學(xué)治理的深入推進(jìn)、學(xué)院規(guī)模的不斷增大,學(xué)院治理十分必要。學(xué)院治理是多元學(xué)院利益相關(guān)者在權(quán)力多中心分化的基礎(chǔ)上為了實(shí)現(xiàn)共同目標(biāo)以民主、協(xié)商等方式協(xié)調(diào)彼此權(quán)力義務(wù)關(guān)系、配置學(xué)院資源的一系列過(guò)程。相較于傳統(tǒng)的教育行政管理,學(xué)院治理更有利于實(shí)現(xiàn)大學(xué)“基層變革”。在日益高漲的國(guó)家教育體制改革浪潮中,自2011年開(kāi)始的國(guó)家試點(diǎn)學(xué)院改革在學(xué)生招錄與選拔、人才培養(yǎng)模式、教師遴選考核制度以及學(xué)院內(nèi)部治理結(jié)構(gòu)等四個(gè)方面做出了有益探索,但現(xiàn)實(shí)中存在的諸多問(wèn)題使學(xué)院治理困難重重。學(xué)院管理行政化遏制了學(xué)院治理的民主化和多中心化進(jìn)程,學(xué)術(shù)共同體的分裂消解了學(xué)院凝聚力和治理動(dòng)力,學(xué)院治理的象征性更是以“偽治理”掩蓋了“真治理”的實(shí)際困窘。要變象征性治理為實(shí)質(zhì)性治理,就必須設(shè)法去除學(xué)院管理行政化、重構(gòu)學(xué)院學(xué)術(shù)共同體。目前無(wú)論在理論研究還是實(shí)踐操作領(lǐng)域,國(guó)外一流大學(xué)學(xué)院治理都具先進(jìn)性。論文選取美國(guó)公立大學(xué)、英國(guó)公立大學(xué)和日本國(guó)立大學(xué)進(jìn)行案例研究,著重分析這些國(guó)家學(xué)院治理結(jié)構(gòu)及其運(yùn)行模式,以期為我國(guó)提供啟示和借鑒。為實(shí)現(xiàn)以學(xué)術(shù)為魂、以民主為體、以多中心為形的學(xué)院治理愿景,我們將再造理論與治理理論相結(jié)合,提出學(xué)院再造的理論模型和再造原則。學(xué)院再造的基本原則建立在治理的本質(zhì)之上,主要包括“兩類”,共“四點(diǎn)”內(nèi)容:第一類涉及學(xué)院外部治理,應(yīng)遵循“掌舵與劃槳分離”和“權(quán)力與責(zé)任統(tǒng)一”原則;第二類涉及學(xué)院內(nèi)部治理,應(yīng)遵循“多中心治理主體”和“多中心治理權(quán)力”的原則。在學(xué)院再造原則指導(dǎo)下,通過(guò)建立由教授等專業(yè)人士構(gòu)成的治理委員會(huì)進(jìn)行共同治理是我國(guó)大學(xué)學(xué)院治理的基本方式和必然選擇。學(xué)院治理不是為了治理而治理,學(xué)院治理的最終目的在于建立現(xiàn)代學(xué)院制度,F(xiàn)代學(xué)院制度是學(xué)院治理制度化的產(chǎn)物,是具有創(chuàng)新慣性和持續(xù)改進(jìn)能力的現(xiàn)代學(xué)院組織及運(yùn)行體制。不管是學(xué)院治理還是現(xiàn)代學(xué)院制度,都以重振學(xué)術(shù)精神、促進(jìn)大學(xué)治理體系和治理能力現(xiàn)代化為旨?xì)w,都以建設(shè)世界一流大學(xué)和一流學(xué)科為目標(biāo)。
[Abstract]:With the deepening of university governance, the scale of the college continues to grow, college governance is very necessary. College governance is a series of processes in which multiple college stakeholders, on the basis of multi-center differentiation of power, coordinate their power and obligation relations and allocate college resources in order to achieve the common goal, such as democracy, consultation and so on. Compared with the traditional educational administration, college governance is more conducive to the realization of the "grass-roots reform" of universities. In the rising tide of the reform of the national education system, the reform of the national pilot colleges began in 2011 in the recruitment and selection of students, talent training model, The system of teacher selection and appraisal and the internal governance structure of the college have made beneficial exploration, but in reality many problems exist in the management of the college. The administrative management of the college has restrained the process of democratization and multi-centralization of the governance of the college, and the division of the academic community has dispelled the cohesive force and the power of governance of the college. The symbolism of college governance is to cover up the actual embarrassment of "true governance" with "false governance". In order to change symbolic governance into substantive governance, we must try to remove the administration of college management and reconstruct the academic community. At present, whether in the field of theoretical research or practical operation, the governance of foreign first-class universities and colleges are advanced. This paper selects American public universities, British public universities and Japanese national universities as case studies, and analyzes the governance structure and operating mode of these national colleges in order to provide enlightenment and reference for our country. In order to realize the vision of academic governance, democracy and multi-center, we combine the theory of reengineering with the theory of governance, and put forward the theoretical model and principle of reengineering. The basic principles of college reengineering are based on the essence of governance, including "two types" and "four points" in total: the first kind involves the external governance of the college, which should follow the principles of "separation of steering and paddling" and "unity of power and responsibility"; The second kind involves the internal governance of the college, and should follow the principles of "the main body of polycentric governance" and "the power of polycentric governance". Under the guidance of the principle of college reengineering, it is the basic way and inevitable choice of college governance in our country to establish a governance committee composed of professors and other professionals. College governance is not governance for the sake of governance, the ultimate goal of college governance is to establish a modern college system. The modern college system is the product of the institutionalization of college governance, and it is a modern college organization and operation system with the ability of innovation and continuous improvement. The aim of college governance and modern college system is to reinvigorate academic spirit, to promote the modernization of university governance system and governance ability, and to build world-class universities and disciplines.
