【摘要】：作為典型的創(chuàng)新——資本密集型產(chǎn)業(yè),生物醫(yī)藥產(chǎn)業(yè)的發(fā)展需要大量的技術(shù)積累,從創(chuàng)新組織模式上看,構(gòu)建產(chǎn)學(xué)研合作關(guān)系是這一產(chǎn)業(yè)持續(xù)發(fā)展的關(guān)鍵。在美國(guó)眾多生物醫(yī)藥創(chuàng)新集群中,馬薩諸塞、北卡羅來(lái)納、舊金山、圣地亞哥和華盛頓——巴爾的摩五大集聚區(qū)最為典型,基礎(chǔ)研究的有力保證、風(fēng)險(xiǎn)資金的強(qiáng)力支持以及地方政府的大力推動(dòng)等因素共同推動(dòng)了美國(guó)生物醫(yī)藥產(chǎn)業(yè)的快速發(fā)展。本文將以五大生物醫(yī)藥集聚區(qū)作為案例,從產(chǎn)業(yè)組織、科技園區(qū)、中介機(jī)構(gòu)、科技成果轉(zhuǎn)化等角度歸納總結(jié)美國(guó)生物醫(yī)藥創(chuàng)新集群發(fā)展的政策支持體系,探究研究型大學(xué)在區(qū)域創(chuàng)新體系建設(shè)中的作用與有效服務(wù)機(jī)制。
[Abstract]:As a typical innovation-capital-intensive industry, the development of biomedical industry needs a large amount of technology accumulation. From the perspective of innovation organization mode, the key to the sustainable development of this industry is to establish a cooperative relationship between industry, university and research. Among the many biomedical innovation clusters in the United States, Massachusetts, North Carolina, San Francisco, San Diego and Washington-Baltimore are the most typical of the five largest clusters, with a strong guarantee of basic research. The strong support of venture capital and the strong push of local government promote the rapid development of biomedical industry in the United States. In this paper, five biopharmaceutical agglomeration areas are taken as cases to summarize the policy support system for the development of biomedical innovation clusters in the United States from the perspectives of industrial organization, science and technology parks, intermediary organizations, and transformation of scientific and technological achievements. Explore the role of research universities in the construction of regional innovation system and effective service mechanism.
