【摘要】：我國高校教師長聘教職制度的實現(xiàn)困境主要表現(xiàn)為政府、高校、教師、職員等相關利益群體之間的矛盾交織和代表不同利益群體的制度阻滯。長聘教職制度不僅僅是教師聘任制度的調(diào)整和改革,更重要的是政府、高校、教師、職員之間關于大學目標與功能實現(xiàn),公共資源有效配置,教師權(quán)力與地位之間的不同理解和博弈。因此,高校長聘教職制度的變遷是不同利益相關者復雜利益關系共同作用的結(jié)果。順利推進長聘教職改革的關鍵在于能否形成不同利益群體的共識,從而實現(xiàn)在新的大學治理環(huán)境下各方利益的平衡和最大化。
[Abstract]:The difficulties in the implementation of the system of teachers' appointment in colleges and universities in China are mainly reflected in the interweaving of contradictions among the relevant interest groups such as the government, universities, teachers, staff and so on, as well as the system blocks representing different interest groups. The system of appointment of teachers is not only the adjustment and reform of the system of appointment of teachers, but also the effective allocation of public resources among the government, universities, teachers and staff members on the realization of university objectives and functions, and the effective allocation of public resources. The different understanding and game between teacher's power and position. Therefore, the change of faculty appointment system is the result of the complex interests of different stakeholders. The key to the smooth promotion of the reform lies in whether or not the consensus of different interest groups can be formed so as to achieve the balance and maximization of the interests of all parties under the new university governance environment.
