【摘要】：2008年教育部和檔案局聯(lián)合頒布的《高等學(xué)校檔案管理辦法》是針對高校檔案工作的統(tǒng)一的檔案管理規(guī)章,是各高校規(guī)范管理檔案工作的重要依據(jù)。隨著我國檔案事業(yè)的不斷發(fā)展,作為檔案事業(yè)重要一環(huán)的高校檔案工作規(guī)范化管理的重要性日益突顯。通過收集相關(guān)數(shù)據(jù)并系統(tǒng)的分析高校檔案管理工作現(xiàn)狀,對高校檔案工作做出科學(xué)評價(jià)對高校檔案事業(yè)發(fā)展具有現(xiàn)實(shí)指導(dǎo)意義。本文研究對象是安徽省一般本科院校的檔案工作。對安徽省一般本科院校進(jìn)行抽樣,選取有代表性的十所院校,并根據(jù)《中華人民共和國檔案法》、《高等學(xué)校檔案管理辦法》、《安徽省檔案管理?xiàng)l例》、《安徽省高等學(xué)校檔案管理實(shí)施辦法》等法律法規(guī)的具體要求制作調(diào)查表,對這十所院校檔案工作進(jìn)行調(diào)研。根據(jù)調(diào)研結(jié)果,科學(xué)、系統(tǒng)的分析安徽省一般院校檔案工作規(guī)范化程度、存在的問題和取得的成績。根據(jù)調(diào)研的實(shí)際情況和系統(tǒng)分析的結(jié)果設(shè)立了三級指標(biāo),并對不同層次指標(biāo)進(jìn)行描述并按照重要程度給予不同分值,形成完整、系統(tǒng)、層次分明的指標(biāo)體系。通過構(gòu)建安徽省一般本科院校檔案工作規(guī)范管理評價(jià)指標(biāo)體系一方面可以客觀評價(jià)一般本科院校檔案工作水平和工作狀況,為高校檔案工作開展提供著力點(diǎn)并指導(dǎo)其發(fā)展方向,另一方面可以為各級檔案管理部門及行政部門制定高校檔案工作計(jì)劃提供科學(xué)依據(jù),同時(shí)也為我省其他層次高校和其他檔案事業(yè)體系建設(shè)提供參考。
[Abstract]:In 2008, the Ministry of Education and the Archives Bureau jointly promulgated the "measures for Archives Management in Colleges and Universities", which is a unified file management regulation for the archives work in colleges and universities, and is an important basis for standardizing the archives management work in colleges and universities. With the continuous development of archival work in China, the importance of standardized management of archival work in colleges and universities is becoming more and more prominent as an important part of archival work. By collecting relevant data and systematically analyzing the current situation of archives management in colleges and universities, it is of practical significance to make a scientific evaluation of archives work in colleges and universities for the development of archives in colleges and universities. The object of this paper is the archival work of general undergraduate colleges in Anhui Province. On the basis of sampling of ordinary colleges and universities in Anhui Province, ten representative colleges and universities were selected, In accordance with the specific requirements of the laws and regulations, such as the Archives Law of the people's Republic of China, the measures for Archives Management of Colleges and Universities, the regulations of Anhui Province on Archives Management, and the measures for the implementation of Archives Management in Colleges and Universities of Anhui Province, The archival work of these ten colleges and universities is investigated and investigated. According to the results of investigation, scientific and systematic analysis of the degree of standardization, problems and achievements of archives work in general colleges and universities in Anhui Province. According to the actual situation of investigation and the result of system analysis, the three-level index is set up, and the index of different levels is described and given different scores according to the important degree, forming a complete, systematic and hierarchical index system. On the one hand, it is possible to objectively evaluate the level and status of archival work in general colleges and universities by constructing the evaluation index system for the standardized management of archives work in general colleges and universities in Anhui Province, to provide an important point for the development of archives work in colleges and universities and to guide its development direction. On the other hand, it can provide scientific basis for archives management departments and administrative departments at all levels to formulate the archives work plan of colleges and universities, and also provide reference for the construction of other universities and other archives institutions in our province.
