【摘要】：在我國高等教育改革“去行政化”,高校辦學自主權(quán)擴大,高校管理重心下移的背景下,各高校二級學院將成為大學辦學的主體單位,成為大學教學、科研、社會服務與文化傳遞的中心。各高校二級學院院長作為大學中層組織機構(gòu)的負責人,也將承擔大學教學、科研、社會服務和文化傳遞的職能,大學二級學院院長將是實現(xiàn)大學辦學目標,人才培養(yǎng)的關鍵點。因此各高校二級學院院長的重要性也日益凸顯,各高校如何選拔出適合帶領中層組織機構(gòu)發(fā)展的負責人,各高校二級學院院長的職責定位、具體職責是什么是本文研究的主要內(nèi)容。然而目前我國大陸地區(qū)大學二級學院院長職責定位模糊,工作內(nèi)容繁雜,缺乏對大學二級學院院長職責的具體規(guī)劃。大陸地區(qū)大學二級學院院長選拔機制尚未建立,選舉辦法并不適合學院發(fā)展,選舉程序簡單便捷,選舉整個過程體現(xiàn)了學校上層管理者的意識。本文由海峽兩岸大學二級學院院長職責與選拔制度的現(xiàn)狀分析,海峽兩岸大學二級學院院長職責與選拔制度的比較分析,以及對大陸地區(qū)大學二級學院院長職責與選拔制度的借鑒與啟示組成。文章采用文獻歸納、比較研究、觀察、訪談和文本分析的研究方法。比較分析后可知臺灣地區(qū)大學二級學院院長主要職責是行政管理,職責方向明確,職責目標清晰。從二級學院院長選舉制度的制度產(chǎn)生、制度產(chǎn)生方式、選舉方式、選舉主體、選舉過程及選舉標準幾方面進行比較分析,可知臺灣地區(qū)大學二級學院院長選舉制度優(yōu)于大陸地區(qū)大學二級學院院長選舉制度。其遴選制度的產(chǎn)生,遴選的選舉方式,多層次多元化的選舉主體,以及規(guī)范的選舉程序與選舉標準,及整個選舉過程中民主決策、民主管理、民主參與、公開性、透明性的體現(xiàn),都值得大陸地區(qū)大學二級學院院長在選舉制度的建立方面進行學習與借鑒。通過對二者之間的比較分析,最后根據(jù)大陸地區(qū)大學二級學院院長的情況,建構(gòu)出適合大陸地區(qū)大學二級學院院長的遴選辦法,并建構(gòu)出大陸大學二級學院院長的職責明細。建立大陸地區(qū)大學二級學院院長選舉制度,規(guī)范大學二級學院院長職責內(nèi)容,是完善我國現(xiàn)代大學制度建設的一部分。
[Abstract]:Under the background of "deadministrative" reform of higher education in China, the enlargement of the autonomy of running a university and the shift of the center of management of a university, the secondary colleges of a university will become the main unit of running a university, and become a university teaching and scientific research. The center of social service and cultural transmission. The deans of secondary colleges in universities, as the responsible persons of the middle level organizations, will also be responsible for the functions of teaching, scientific research, social service and cultural transmission. The Dean of the secondary colleges will be the key point to realize the goal of running a university and to train talents. Therefore, the importance of the deans of secondary colleges in colleges and universities is becoming increasingly prominent. How do colleges and universities select responsible persons who are suitable for leading the development of middle-level organizations, and the responsibilities of the deans of secondary colleges in colleges and universities? What is the specific duty is the main content of this study. However, at present, the responsibilities of the dean of the second grade college of the university in mainland China are vague, the work content is complicated, and the concrete plan for the responsibility of the dean of the university secondary college is lacking. The selection mechanism has not been established yet, the election method is not suitable for the development of the college, the election procedure is simple and convenient, and the whole process of election reflects the awareness of the upper management of the school. This article is based on the analysis of the present situation of the responsibility and selection system of the deans of the secondary colleges of universities on both sides of the Taiwan Strait. And the composition of reference and inspiration to the responsibility and selection system of dean of secondary college in mainland China. This paper adopts the methods of literature induction, comparative study, observation, interview and text analysis. After comparison and analysis, we can see that the principal duty of the Dean of the second College of Taiwan University is administration, the direction of duty is clear, and the target of duty is clear. This paper makes a comparative analysis on the system of the election system of the dean of the secondary college, the mode of the election, the main body of the election, the process of the election and the standard of the election. It can be seen that the election system of second-level college dean in Taiwan is superior to that in mainland China. Its selection system, election methods, multi-level and pluralistic electoral subjects, and standardized electoral procedures and standards, as well as democratic decision-making, democratic management, democratic participation, openness in the entire electoral process, The reflection of transparency is worth studying and learning from the establishment of election system for the deans of secondary colleges in mainland China. Through the comparative analysis between the two, finally, according to the situation of the dean of the secondary college of the mainland university, the author constructs a suitable selection method for the dean of the secondary college of the university in the mainland, and constructs the responsibility of the dean of the secondary college of the mainland university. It is a part of perfecting the construction of modern university system to establish the election system of the dean of the secondary college in mainland China and to standardize the contents of the responsibility of the dean of the secondary college of the university.
