【摘要】：在經(jīng)濟(jì)全球化日益深入、國(guó)際競(jìng)爭(zhēng)日趨激烈的時(shí)代,高等教育國(guó)際化已成為不可阻擋的趨勢(shì),培養(yǎng)國(guó)際化人才已成為國(guó)家經(jīng)濟(jì)發(fā)展的必由之路。在高等教育國(guó)際化的過(guò)程中,高校之間國(guó)際化水平存在很大的差距。省屬本科高校是我國(guó)高等教育體系的主力軍,省屬高校與部屬重點(diǎn)大學(xué)相比,在教育經(jīng)費(fèi)、師資、辦學(xué)條件等方面均存在一定的差距,這影響著省屬高校的國(guó)際化水平。因此,在高等教育國(guó)際化的過(guò)程中既要重視部屬重點(diǎn)大學(xué),也要注重省屬本科高校。山東省是人口大省、教育大省,提升省屬高校的國(guó)際化水平對(duì)于促進(jìn)地方經(jīng)濟(jì)發(fā)展,提高山東省高等教育整體實(shí)力具有重要意義。文章將研究視角聚焦山東省省屬高校,研究其國(guó)際化辦學(xué)情況,在全球化理論和國(guó)際理解教育的理論基礎(chǔ)之上,分析山東省省屬高校進(jìn)行國(guó)際化辦學(xué)的必要性,選取六個(gè)方面的一級(jí)指標(biāo),包括國(guó)際化意識(shí)、師生交流國(guó)際化、課程國(guó)際化、科研國(guó)際化、中外合作合作辦學(xué)、國(guó)際化條件設(shè)施等,通過(guò)文獻(xiàn)研究法、訪談法、比較研究法分析省屬高校在這些指標(biāo)要素方面的發(fā)展現(xiàn)狀,根據(jù)現(xiàn)狀論證總結(jié)分析出省屬高校存在國(guó)際化規(guī)章制度不完善、人員流動(dòng)缺乏活力、國(guó)際化課程建設(shè)水平有待提高、國(guó)際化科研成果產(chǎn)出不足、中外合作辦學(xué)規(guī)模與質(zhì)量矛盾突出、缺乏有效的國(guó)際化辦學(xué)評(píng)價(jià)體系、國(guó)際化信息公開(kāi)機(jī)制不健全、國(guó)際化資金來(lái)源渠道單一等問(wèn)題,根據(jù)存在的問(wèn)題提出國(guó)際化發(fā)展戰(zhàn)略,分別從以國(guó)際化理念完善戰(zhàn)略規(guī)劃、以人才培養(yǎng)為核心突破國(guó)際化重點(diǎn)指標(biāo)、建立國(guó)際化發(fā)展聯(lián)盟、建立分類指導(dǎo)的國(guó)際化辦學(xué)指標(biāo)體系、完善國(guó)際化信息公開(kāi)機(jī)制、建立多元化投資體系、建立國(guó)際化組織體系等來(lái)保障國(guó)際化辦學(xué)行動(dòng)的實(shí)施。
[Abstract]:In the era of deepening economic globalization and increasingly fierce international competition, the internationalization of higher education has become an irresistible trend, and the cultivation of internationalized talents has become the only way for national economic development. There is a big gap between universities and colleges in the level of internationalization. Provincial undergraduate colleges and universities are the main force in our higher education system. Compared with the key universities under their ministries, provincial colleges and universities have a certain gap in terms of educational funds, teachers, conditions for running schools, and so on. This affects the level of internationalization of provincial colleges and universities. Therefore, in the process of internationalization of higher education, we should not only attach importance to the subordinate key universities, but also attach importance to provincial undergraduate universities. Shandong Province is a large province with a large population and a large province of education. It is of great significance to promote the development of local economy and improve the overall strength of higher education in Shandong Province. Based on the theory of globalization and the theory of international understanding of education, this paper analyzes the necessity of running a university internationalized in Shandong Province, and selects six primary indicators, including internationalization consciousness, internationalization of teacher-student communication, internationalization of curriculum. Internationalization of scientific research, Sino-foreign cooperation in running schools, international facilities, etc., through literature research, interview and comparative research, this paper analyzes the current situation of the development of provincial colleges and universities in respect of these index elements. According to the current situation, the author summarizes and analyzes that there are imperfect rules and regulations of internationalization, lack of vitality of personnel flow, level of international curriculum construction to be improved, and insufficient output of international scientific research achievements in provincial colleges and universities. The contradiction between the scale and quality of Sino-foreign cooperation in running a school is prominent, the evaluation system of international school running is lacking, the mechanism of international information disclosure is not perfect, and the source of international funds is single, and so on, and the strategy of internationalization development is put forward according to the existing problems. From perfecting the strategic plan with the idea of internationalization, taking the cultivation of talents as the core to break through the international key index, establishing the international development alliance, establishing the index system of international school running under the guidance of classification, perfecting the open mechanism of international information, Establish diversified investment system and international organization system to ensure the implementation of international school operation.
