【摘要】：2010年公布的《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》明確提出:"到2020年,高等教育毛入學(xué)率達(dá)到40%。"但是,教育部最新統(tǒng)計(jì)數(shù)據(jù)顯示,我國(guó)2015年的高等教育毛入學(xué)率已經(jīng)提前5年超前實(shí)現(xiàn)了40%的目標(biāo)。為什么會(huì)出現(xiàn)如此大的偏差?結(jié)合對(duì)各學(xué)者預(yù)測(cè)內(nèi)容的梳理,筆者認(rèn)為原因主要有三:一是信息更新約束與模型差異;二是理性偏誤;三是不可預(yù)測(cè)的政策因素。在連續(xù)毛入學(xué)率預(yù)測(cè)數(shù)據(jù)中,預(yù)測(cè)誤差較小的學(xué)者使用了Logistic模型、GM(1,1)灰色預(yù)測(cè)模型及高等教育規(guī)模滾動(dòng)回歸模型。本文使用方差-協(xié)方差組合預(yù)測(cè)法,輔以改進(jìn)后的三種模型來(lái)重新估計(jì)2020年高等教育毛入學(xué)率。結(jié)果顯示,2020年我國(guó)高等教育毛入學(xué)率將達(dá)到且超過(guò)50%。
[Abstract]:The outline of the National medium and long term Education Reform and Development Program (2010-2020), published in 2010, clearly states: "by 2020, the gross enrolment rate of higher education will reach 400.But. The latest statistics of the Ministry of Education show that the gross enrolment rate of higher education in China in 2015 has already achieved the goal of 40% five years ahead of schedule. Why is there such a big deviation? The author thinks that there are three main reasons: first, the restriction of information updating and the difference of model; Second, rational bias; The third is unpredictable policy factors. In the continuous gross enrolment ratio prediction data, the Logistic model is used by the scholars with low prediction error. 1) Grey forecasting model and rolling regression model of higher education scale. The results show that the gross enrolment rate of higher education in China will reach and exceed 50 in 2020.
