【摘要】:成人高等教育是現代高等教育體系的重要組成部分,我國的成人高等教育在其半個多世紀的發(fā)展過程中,以其投資少,見效快,適宜在職學員進修學習,形式靈活多樣等特點,已成為富有中國特色的高等教育體系中不可或缺的一部分。是實現窮國辦大教育,辦高等教育,實現高等教育大眾化目標的一個有效途徑,也是實現創(chuàng)建學習型社會,構建終身教育體系的重要環(huán)節(jié)。改革開放以來,我國的成人高等教育事業(yè)取得的不凡成就令世人矚目,在發(fā)展過程中已建立起一個由普通高校設立的繼續(xù)教育學院、各級各類獨立設置的成人高等學校、現代遠程高等教育和高等教育自學考試組成的龐大體系,成為我國高等教育發(fā)展中的一股有生力量,為我國構建現代化社會培養(yǎng)出了大批的有用人才。學界對于教育與經濟間的關系研究始于20世紀中期,以美國經濟學家舒爾茨和貝克爾創(chuàng)立人力資本理論作為對教育經濟問題理論研究的起點,研究者們分別對教育與經濟之間的相互關系問題進行了寬領域、多角度的研究,繼之發(fā)展出如篩選假設、勞動力市場劃分、過度教育研究等多種理論,這些理論或基于定性研究,對教育與經濟間的相互關系進行定性分析,或基于定量研究,試圖對教育和經濟問題內不同領域進行相關性分析。在眾多研究成果中,關于成人教育尤其是成人高等教育對于經濟發(fā)展的研究大多停留在定性研究層面,定量分析甚少。特別是針對成人高等教育的具體經濟數據分析的研究更是少之又少。而成人高等教育作為我國高等教育體系中不可或缺的一部分,由于其受財政支持的特殊性,使其與市場需求的緊密度相對較高,特別是在現今我國高等教育大眾化的趨勢下,對于成人高等教育的發(fā)展現狀的認識,有必要基于具體的數據分析而不僅僅是感性的經驗考量,并進而對今后的成人高等教育乃至成人教育整體的發(fā)展提供科學的數據支持和理論依據。本文采取定量研究和定性研究相結合的研究方式,在定性研究方面,使用管理學中的經典分析工具SWOT分析矩陣,對我國成人高等教育目前所處的外部環(huán)境中的機遇和挑戰(zhàn)以及內部環(huán)境里具有的優(yōu)勢和劣勢一一進行分析整理,進而對我國成人高等教育的整體環(huán)境構造出SWOT矩陣。在定量分析方面,對指標的選取,以成人高等教育的招生數量、在校人數、成人高校數量為主,具體數據分別來源于《中國教育成就(1949-1983)》《中國成人高等學校簡介》《中國教育統計年鑒》《教育事業(yè)統計年鑒2004》《陜西教育年鑒》等統計年鑒,并在此基礎上對數據進行整理分析。以經濟周期理論為理論依據,對成人高等教育層次結構、經濟增長相關理論進行回顧與綜述,對新中國成立后的成人高等教育的招生數量、在校人數和學校數量進行全時段統計并對其增長率分別進行統計計算,依照其變化規(guī)律進行周期劃分,以此對我國成人高等教育波動周期現象進行分析解釋。最后得出本研究的主要結論并運用分析研究結果對未來我國成人高等教育的發(fā)展走向進行展望。1950年至2012年,中國的成人高等教育規(guī)模變化先后經歷了多次擴張—收縮—再擴張—再收縮的調整和周期性波動過程,這些周期性變動的衡量標準主要是成人高等教育的發(fā)展規(guī)模,而對于成人高等教育發(fā)展規(guī)模的判斷,本文主要使用三個指標,即成人高等教育的招生率、在校學生增長率和招生人數增長率,本文基于這三個評價指標所描繪的變化走勢對我國成人高等教育的發(fā)展變化情況進行分析,結合成人高等教育發(fā)展規(guī)模增長的波動系數和波動幅度,同時考慮到我國成人高等教育在發(fā)展過程中所受到的特定因素的影響,從描述性事實(description fac ts)角度對我國成人高等教育的周期性波動進行描述,并將所受到的沖擊和發(fā)展過程中的傳導問題以及主要事件特征進行分析研究。本文共分五個部分:第一部分是緒論。簡述論文的選題背景和選題意義等相關內容。第二部分是對相關概念的詳細解釋和相關理論的梳理概述。第三部分使用SWOT分析法,對我國成人高等教育目前發(fā)展現狀和面臨的問題進行定性分析。第四部分是對我國成人高等教育存在的周期波動現象進行量化分析研究,第五部分為結論部分。
[Abstract]:Adult higher education is an important part of modern higher education system, China's Adult Higher Education in the process of the development of more than half a century, with less investment, quick effect, suitable for adult students learning characteristics, flexible and diverse forms, has become an integral part of the rich China characteristics of higher education system. Scholars began in the middle of twentieth Century for the study of the relationship between education and economy, by American economist Schultz and Becker founded human capital theory as the problem of educational economy theory research starting point, research they are on the relationship between education and economy of wide area, multi angle research, then developed as the screening hypothesis, the labor market division, over a variety of educational research theory, these theories and based on qualitative research, qualitative analysis of the relationship between education and economy, or on the basis of quantitative research try to, the problems of education and economy in different areas were analyzed. In many studies, especially on adult education for Adult Higher Education Study on economic development are qualitative research, quantitative analysis is little. Especially on the analysis of the specific economic data for the adult higher education is even less. The adult higher education is an indispensable part of our country's higher education system, due to its particularity by financial support, with the market the tightness of the demand is relatively high, especially in the popularization of higher education in China under the trend of understanding for the current development of adult higher education, it is necessary to analyze the specific data rather than based on perceptual experience and considerations, the overall development of adult higher education and adult education in the future to provide scientific data support and theoretical basis. This paper adopts the research methods of quantitative and qualitative research, in qualitative research, using SWOT analysis tools in the classic management The analysis matrix of adult higher education of our country at present in the external environment and internal environment of opportunities and challenges in the advantages and disadvantages of one by one analysis, and then to the adult higher education in China's overall environment to construct a SWOT matrix. According to adult higher education structure, economic growth theories are reviewed and summarized, the adult higher education in the new Chinese after the establishment of the enrollment number in The number of the number of school and school full time statistics and the growth rate were calculated, according to the variation of cycle division, based on the phenomenon of fluctuations in China's adult higher education are analyzed and explained. This paper is divided into five parts: the first part is introduction. Introduced the background and significance of the topic and other related content. The second part is the outline detailed explanation of related concept and the related theory. SWOT analysis using third part, qualitative analysis of China's adult higher education development present situation and problems. The four part is the quantitative analysis and Research on the periodic fluctuation of adult higher education in China, and the fifth part is the conclusion.
