【摘要】：以日照和威海兩市為例,使用耦合協(xié)調(diào)度評價(jià)模型對其2000~2011年期間高等教育與經(jīng)濟(jì)兩大系統(tǒng)的耦合協(xié)調(diào)狀況進(jìn)行評價(jià)分析后發(fā)現(xiàn):兩市兩大系統(tǒng)之間都經(jīng)歷了從失調(diào)向協(xié)調(diào)的發(fā)展過程,但耦合協(xié)調(diào)度指標(biāo)變化的平穩(wěn)性存在差異。結(jié)合實(shí)際情況進(jìn)一步分析可得到如下結(jié)論:構(gòu)建滿足經(jīng)濟(jì)發(fā)展需求的高等教育體系是兩個(gè)系統(tǒng)耦合協(xié)調(diào)的前提,發(fā)展適度超前的高等教育是兩個(gè)系統(tǒng)持續(xù)耦合和協(xié)調(diào)的關(guān)鍵,但新興城市兩大系統(tǒng)之間從極度失調(diào)轉(zhuǎn)向初步協(xié)調(diào)至少需要經(jīng)歷5~6年的磨合期。為促進(jìn)兩大系統(tǒng)更好地耦合協(xié)調(diào),新興城市應(yīng)以調(diào)研和規(guī)劃為先導(dǎo),建立以高層次優(yōu)質(zhì)高等教育為引領(lǐng)、以應(yīng)用型高等教育為主體的高等教育體系,構(gòu)建政府、企業(yè)和高校之間的有效交流與合作機(jī)制。
[Abstract]:Take Rizhao and Weihai as examples, Based on the evaluation model of coupling coordination degree between 2000 and 2011, it is found that the two major systems of higher education and economy have undergone a process of development from imbalance to coordination. However, there is a difference in the smoothness of the change of coupling coordination index. According to the actual situation, we can get the following conclusions: constructing the higher education system to meet the needs of economic development is the premise of coupling and coordination between the two systems, and developing moderately advanced higher education is the key to the continuous coupling and coordination of the two systems. However, the transition from extreme imbalance to initial coordination between the two systems in emerging cities requires at least 56 years of running-in period. In order to promote better coupling and coordination between the two systems, new cities should take investigation and planning as the guide, set up a higher education system with high quality and high quality, take applied higher education as the main body, and construct the government. Effective communication and cooperation mechanism between enterprises and universities.
