【摘要】：糧庫(kù)的建設(shè)對(duì)于保障糧食安全與穩(wěn)定糧食價(jià)格發(fā)揮著主導(dǎo)作用,因此,在糧食儲(chǔ)備中,中央儲(chǔ)備糧庫(kù)數(shù)目最大,處于核心地位。另外,中國(guó)糧食儲(chǔ)備體系能夠加強(qiáng)對(duì)糧食的宏觀調(diào)控能力,對(duì)穩(wěn)定世界糧食市場(chǎng)也具有重大意義。由于糧庫(kù)項(xiàng)目具有投資數(shù)額大、建設(shè)周期長(zhǎng)、涉及范圍廣、不確定因素多等特性,因此必須全面分析此類(lèi)項(xiàng)目建設(shè)中的重要環(huán)節(jié)與重點(diǎn)技術(shù)要求,故必須重視和加強(qiáng)糧油儲(chǔ)備庫(kù)項(xiàng)目可行性研究,為項(xiàng)目的投資決策提供科學(xué)依據(jù)。本文主要采用文獻(xiàn)檢索法、和定性與定量分析相結(jié)合的方法,在技術(shù)經(jīng)濟(jì)評(píng)價(jià)的相關(guān)理論知識(shí)體系與具體的案例實(shí)踐運(yùn)用基礎(chǔ)上,提出適合RZ糧油儲(chǔ)備庫(kù)項(xiàng)目的可行性分析的理論框架,并構(gòu)建本項(xiàng)目的財(cái)務(wù)分析與評(píng)價(jià)模型,對(duì)中儲(chǔ)糧RZ糧油儲(chǔ)備庫(kù)項(xiàng)目進(jìn)行可行性研究。在中儲(chǔ)糧RZ糧油儲(chǔ)備庫(kù)項(xiàng)目的可行性研究分析中,首先從項(xiàng)目基本情況、項(xiàng)目市場(chǎng)規(guī)模情況、項(xiàng)目周邊狀況、自然條件、地質(zhì)條件以及基礎(chǔ)設(shè)施條件展開(kāi)詳細(xì)的調(diào)查,然后再進(jìn)一步的分析項(xiàng)目技術(shù)及管理的可行性,其中包括工藝方案、總平面布置、倉(cāng)型選擇、土建工程、電氣工程、給排水工程等,并對(duì)施工運(yùn)行期間主要污染物,提出環(huán)境保護(hù)方案,提高環(huán)境效益。最后根據(jù)投資估算與資金籌措等報(bào)表的分析,對(duì)凈現(xiàn)值、容積率、內(nèi)部收益率、利潤(rùn)率、投資回報(bào)率等財(cái)務(wù)評(píng)價(jià)動(dòng)態(tài)指標(biāo)進(jìn)行計(jì)算,分析該項(xiàng)目經(jīng)濟(jì)上的可行性,同時(shí)又利用盈虧平衡分析、敏感性分析等分析方法對(duì)項(xiàng)目進(jìn)行不確定分析,并針對(duì)項(xiàng)目在建設(shè)過(guò)程中的風(fēng)險(xiǎn)因素提出具體的防范措施。
[Abstract]:The construction of grain depot plays a leading role in ensuring food security and stabilizing grain price. Therefore, among the grain reserves, the central reserve grain depot has the largest number and is in the core position. In addition, China's grain reserve system can strengthen the macro-control ability of grain, and it is also of great significance to stabilize the world grain market. Since grain depot projects have the characteristics of large investment, long construction cycle, wide scope and many uncertain factors, it is necessary to comprehensively analyze the important links and key technical requirements in the construction of such projects. Therefore, we must pay attention to and strengthen the feasibility study of grain and oil storage project, and provide scientific basis for the investment decision of the project. This paper mainly adopts the method of literature retrieval and the combination of qualitative and quantitative analysis, on the basis of the relevant theoretical knowledge system of technical and economic evaluation and the application of specific case practice. The theoretical framework of feasibility analysis suitable for RZ grain and oil storage project is put forward, and the financial analysis and evaluation model of this project is constructed, and the feasibility study of middle stored grain and oil storage project is carried out. In the feasibility study and analysis of RZ grain and oil storage project, first of all, a detailed investigation is carried out from the basic situation of the project, the scale of the project market, the surrounding conditions of the project, natural conditions, geological conditions and infrastructure conditions. Then the feasibility of project technology and management is further analyzed, including process scheme, general layout, warehouse type selection, civil engineering, electrical engineering, water supply and drainage engineering, etc., and the main pollutants during construction and operation. The environmental protection scheme is put forward to improve the environmental benefit. Finally, according to the analysis of investment estimation and fund raising statements, the dynamic indexes of financial evaluation, such as net present value, volume ratio, internal rate of return, profit rate and return on investment, are calculated, and the economic feasibility of the project is analyzed. At the same time, the analysis methods of break-even analysis and sensitivity analysis are used to analyze the uncertainty of the project, and the concrete preventive measures are put forward according to the risk factors of the project in the process of construction.
