城市火災(zāi)應(yīng)急救援能力評(píng)價(jià)研究

【摘要】:隨著社會(huì)現(xiàn)代化進(jìn)程的不斷推進(jìn),人們的生活水平逐漸提高、各項(xiàng)需求也越來越豐富。在豐富的公共項(xiàng)目中,一旦出現(xiàn)管理制度不完善等因素,則更容易產(chǎn)生各式各樣的安全事故,影響人們的人身安全。另外,目前自然災(zāi)害頻發(fā),因社會(huì)矛盾、民族矛盾以及恐怖襲擊等因素造成的突發(fā)性安全事件也會(huì)在很大程度上影響著人們正常的生活秩序和人身財(cái)產(chǎn)安全。其中,尤其要數(shù)城市火災(zāi)和其他類型的突發(fā)災(zāi)害事故數(shù)量較多,并且其中凸顯出來的影響范圍大、持續(xù)時(shí)間長、產(chǎn)生原因復(fù)雜多變且整治困難程度高等特點(diǎn)都讓該類型事故變得越來越危險(xiǎn)和不可控;诖,本文選擇將城市火災(zāi)救援隊(duì)作為主要研究對(duì)象,將其相關(guān)理論和能力評(píng)價(jià)體系作為主要研究內(nèi)容,并通過建立有效合理的評(píng)價(jià)體系來研究對(duì)象和內(nèi)容進(jìn)行綜合全面的評(píng)價(jià),以此來得到可行性強(qiáng)、可靠性程度高的城市火災(zāi)救援指導(dǎo)理論和相關(guān)建議。在上述背景之下,文章開篇首先對(duì)現(xiàn)階段我國城市的火災(zāi)發(fā)生情況進(jìn)行簡要闡述,介紹和分析該類型火災(zāi)產(chǎn)生的各種原因、影響程度以及處理難度等,進(jìn)而在此基礎(chǔ)上對(duì)現(xiàn)階段城市火災(zāi)綜合應(yīng)急救援體系進(jìn)行定義闡述和概念分析,以此形成理論研究基礎(chǔ)。另外,本文還對(duì)該體系的建設(shè)標(biāo)準(zhǔn)、各項(xiàng)功能要求以及政策條件等進(jìn)行了進(jìn)一步的闡述和分析。然后,在文章的下一階段對(duì)上述體系進(jìn)行理論評(píng)價(jià)工作,從指標(biāo)選擇設(shè)計(jì)開始,從而建立起一套較為合理完善的評(píng)價(jià)指標(biāo)體系,以此來對(duì)所選擇各項(xiàng)指標(biāo)之間的相互聯(lián)系、作用關(guān)系等進(jìn)行深入剖析,在確定各項(xiàng)權(quán)重的基礎(chǔ)之上運(yùn)用相關(guān)理論知識(shí)對(duì)各項(xiàng)指標(biāo)進(jìn)行模糊綜合評(píng)價(jià)分析,進(jìn)一步對(duì)整個(gè)評(píng)價(jià)體系的建立工作進(jìn)行完善,突出各項(xiàng)影響指標(biāo)之間的重要程度。在文章的最后,選擇河北唐山市的火災(zāi)救援能力作為具體的研究調(diào)查實(shí)例對(duì)象,在對(duì)上述對(duì)象進(jìn)行評(píng)價(jià)分析的基礎(chǔ)之上說明理論的正確程度,從而對(duì)本文所研究方法的正確程度和合理的程度基礎(chǔ)之上,給出了唐山市火災(zāi)應(yīng)急救援能力的提升目標(biāo)、原則以及策略。本研究結(jié)論:通過理輪與實(shí)踐相結(jié)合,定性與定量分析相結(jié)合,依據(jù)層次分析和模糊綜合評(píng)價(jià)方法,對(duì)唐山市火災(zāi)綜合應(yīng)急救援能力進(jìn)行綜合評(píng)價(jià),評(píng)價(jià)結(jié)果表明,加大醫(yī)療人員配備、消防站建設(shè)、消防車輛裝備建設(shè)、和業(yè)務(wù)培訓(xùn)等方面的投入,對(duì)提高唐山市整體城市火災(zāi)綜合應(yīng)急救援能力水平具有重要意義。根據(jù)評(píng)價(jià)結(jié)果,給出了唐山市火災(zāi)應(yīng)急救援能力的提升目標(biāo)、原則以及策略,具有一定的創(chuàng)新性和重要的實(shí)際應(yīng)用價(jià)值。
[Abstract]:With the continuous progress of social modernization, people's living standards are gradually improved, and the demands are more and more abundant. In the rich public projects, once the management system is imperfect and other factors, it is easier to produce a variety of safety accidents and affect people's personal safety. In addition, the frequent occurrence of natural disasters and sudden security incidents caused by social contradictions, ethnic contradictions and terrorist attacks will also greatly affect people's normal life order and personal and property security to a great extent. Among them, especially the number of urban fires and other types of sudden disaster accidents is large, and highlighted among them is a large range of impact, long duration, The complex and changeable causes and the high degree of treatment make this type of accident more and more dangerous and uncontrollable. Based on this, this paper chooses the urban fire rescue team as the main research object, and regards its related theory and capability evaluation system as the main research content. And through the establishment of an effective and reasonable evaluation system to study the object and content of comprehensive evaluation, so as to get a feasible, high reliability of urban fire rescue guidance theory and related recommendations. Under the above background, the article begins with a brief description of the current situation of urban fire in our country, introduces and analyzes the various causes of this type of fire, the degree of influence and the difficulty of dealing with it, and so on. On this basis, the definition and conceptual analysis of the urban fire comprehensive emergency rescue system are described and analyzed in order to form the theoretical research basis. In addition, the construction standards, functional requirements and policy conditions of the system are further elaborated and analyzed in this paper. Then, in the next stage of the article, the theoretical evaluation of the above-mentioned system is carried out, starting from the index selection design, thus establishing a set of more reasonable and perfect evaluation index system, so as to connect the selected indicators with each other. On the basis of determining the weights, the author makes a fuzzy comprehensive evaluation and analysis of the indexes by using the relevant theoretical knowledge, and further consummates the establishment of the whole evaluation system. Highlight the importance of the various impact indicators. At the end of the article, the fire rescue ability of Tangshan City in Hebei Province is selected as a concrete research example, and the correct degree of the theory is explained on the basis of the evaluation and analysis of the above-mentioned objects. On the basis of the correct degree and reasonable degree of the method studied in this paper, the aim, principle and strategy of improving the fire emergency and rescue ability of Tangshan City are given. This research conclusion: through the combination of rational wheel and practice, qualitative and quantitative analysis, according to the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, the comprehensive fire emergency rescue ability of Tangshan City is comprehensively evaluated, and the evaluation results show that: It is of great significance to increase the investment in medical personnel, fire station construction, fire fighting vehicle equipment construction, and business training, etc., to improve the overall urban fire comprehensive emergency rescue capability of Tangshan City. According to the evaluation results, the aim, principle and strategy of improving fire emergency rescue ability in Tangshan city are given, which has some innovation and important practical application value.
