【摘要】：基于全球的發(fā)展形勢(shì),所有可再生能源發(fā)電類型中風(fēng)電的技術(shù)、成本等指標(biāo)預(yù)期較為明確,一定程度上與常規(guī)電能相比具有自身的競(jìng)爭(zhēng)優(yōu)勢(shì)。所以,風(fēng)電行業(yè)在未來會(huì)有更好的發(fā)展空間,與此同時(shí)會(huì)帶動(dòng)風(fēng)電建設(shè)項(xiàng)目的快速發(fā)展。但我國(guó)風(fēng)電項(xiàng)目啟動(dòng)較晚,目前在國(guó)內(nèi)還是缺少風(fēng)電項(xiàng)目的理論及實(shí)踐經(jīng)驗(yàn),缺少風(fēng)電項(xiàng)目運(yùn)營(yíng)管理的人才,這些問題存在將會(huì)影響風(fēng)電項(xiàng)目的發(fā)展。風(fēng)電項(xiàng)目激烈競(jìng)爭(zhēng)的市場(chǎng)環(huán)境下,需要通過風(fēng)電項(xiàng)目策劃為項(xiàng)目的開發(fā)運(yùn)轉(zhuǎn)提供更為科學(xué)合理的對(duì)策建議,是風(fēng)電項(xiàng)目管理亟需解決的問題之一。本研究運(yùn)用文獻(xiàn)分析法、案例分析法等研究方法,基于項(xiàng)目全過程管理理論,對(duì)風(fēng)電建設(shè)項(xiàng)目前期、項(xiàng)目實(shí)施階段以及項(xiàng)目運(yùn)營(yíng)維護(hù)及后評(píng)價(jià)階段進(jìn)行項(xiàng)目策劃。前期主要對(duì)項(xiàng)目質(zhì)量、進(jìn)度和費(fèi)用進(jìn)行策劃,通過WBS分解確定了項(xiàng)目的工作內(nèi)容。實(shí)施階段對(duì)項(xiàng)目進(jìn)度、質(zhì)量、成本等方面進(jìn)行詳盡的策劃。項(xiàng)目后期從運(yùn)營(yíng)和維護(hù)兩個(gè)維度展開策劃,對(duì)項(xiàng)目經(jīng)營(yíng)還貸、項(xiàng)目后評(píng)價(jià)等方面進(jìn)行了分析。同時(shí)基于我國(guó)風(fēng)電項(xiàng)目管理現(xiàn)狀,從風(fēng)電建設(shè)項(xiàng)目前期、工程實(shí)施、項(xiàng)目運(yùn)營(yíng)維護(hù)及后評(píng)價(jià)3個(gè)階段出發(fā),分析風(fēng)電項(xiàng)目質(zhì)量、進(jìn)度、費(fèi)用等方面具體策劃內(nèi)容,并分析風(fēng)電項(xiàng)目各參與方之間的內(nèi)在工作分工,為風(fēng)電項(xiàng)目管理策劃提供更好的管理方法和實(shí)踐步驟。整個(gè)研究過程依托風(fēng)電建設(shè)項(xiàng)目發(fā)展實(shí)際,對(duì)各階段策劃的內(nèi)容和流程進(jìn)行分析,并結(jié)合華電甘肅風(fēng)電項(xiàng)目具體實(shí)際,使研究具有理論和實(shí)踐雙重效果,對(duì)其他項(xiàng)目開展策劃工作是一個(gè)較好的借鑒。通過研究得出,從項(xiàng)目決策、項(xiàng)目建設(shè)準(zhǔn)備、建設(shè)項(xiàng)目設(shè)計(jì)、工程實(shí)施準(zhǔn)備4個(gè)維度進(jìn)行對(duì)風(fēng)電建設(shè)項(xiàng)目前期策劃能夠全面指導(dǎo)項(xiàng)目前期工作;從風(fēng)電項(xiàng)目施工階段、風(fēng)電項(xiàng)目竣工驗(yàn)收、項(xiàng)目保修階段進(jìn)行實(shí)施階段詳細(xì)策應(yīng)用于華電甘肅風(fēng)電項(xiàng)目,效果良好;從項(xiàng)目運(yùn)營(yíng)及維護(hù)、經(jīng)營(yíng)還貸以及后評(píng)價(jià)3個(gè)維度進(jìn)行項(xiàng)目后期策劃,建議項(xiàng)目采用建設(shè)與運(yùn)營(yíng)相分離的管理模式,通過對(duì)項(xiàng)目經(jīng)營(yíng)還貸、項(xiàng)目后評(píng)價(jià)等方面深入分析,能夠推進(jìn)風(fēng)電項(xiàng)目在未來的經(jīng)營(yíng)階段有更好的實(shí)施效果。本文總結(jié)了風(fēng)電項(xiàng)目全過程項(xiàng)目管理的特點(diǎn),把先進(jìn)的項(xiàng)目管理理論和方法應(yīng)用于風(fēng)電電站的建設(shè)中,并形成一套相對(duì)完善的適合風(fēng)電行業(yè)發(fā)展現(xiàn)狀的風(fēng)電電站全過程項(xiàng)目管理方法,以提高項(xiàng)目管理質(zhì)量,促進(jìn)我國(guó)風(fēng)電發(fā)電事業(yè)的發(fā)展。
[Abstract]:Based on the global development situation, the technology and cost of wind power in all renewable energy generation types are expected to be clear, which has its own competitive advantage compared with conventional energy to some extent. Therefore, wind power industry in the future will have better development space, at the same time will drive the rapid development of wind power construction projects. But the wind power project in our country starts relatively late at present still lacks the theory and the practice experience of the wind power project in our country lacks the talented person of the wind power project operation and management these problems will affect the development of the wind power project. In the fierce competition of wind power projects in the market environment, it is necessary to provide more scientific and reasonable countermeasures and suggestions for the development and operation of wind power projects through wind power project planning, which is one of the problems urgently needed to be solved in wind power project management. Based on the theory of project whole process management, this study uses the methods of literature analysis and case analysis to plan the wind power construction project in the early stage, the project implementation stage, the project operation maintenance and the post-evaluation stage. The quality, schedule and cost of the project are planned, and the work content of the project is determined by WBS decomposition. The implementation phase of the project schedule, quality, cost and other aspects of detailed planning. In the later stage of the project, two dimensions of operation and maintenance are planned, and the project management and loan repayment, project post evaluation and so on are analyzed. At the same time, based on the current situation of wind power project management in China, from the three stages of wind power construction project pre-stage, project implementation, project operation and maintenance and post-evaluation, the specific planning contents of wind power project quality, schedule, cost and so on are analyzed. It also analyzes the internal division of labor among the participants in wind power projects to provide better management methods and practical steps for wind power project management planning. The whole research process relies on the development practice of wind power construction project, analyzes the contents and processes of each stage planning, and combines the actual situation of Huadian wind power project in Gansu Province, which makes the research have dual effects of theory and practice. Planning for other projects is a good reference. Through the research, from the project decision, the project construction preparation, the construction project design, the project implementation preparation four dimensions carries on to the wind power construction project early stage plan to be able to guide the project Prophase work comprehensively; From the wind power project construction stage, the wind power project completion acceptance, the project guarantee stage carries on the implementation stage detailed strategy to apply to the Huadian Gansu wind power project, the effect is good; From three dimensions of project operation and maintenance, management and loan repayment and post evaluation, the author proposes that the project should adopt the management mode of separation of construction and operation, and through the deep analysis of project management and loan repayment, project post-evaluation, etc. Can promote the wind power project in the future business phase has a better implementation effect. This paper summarizes the characteristics of project management in the whole process of wind power project, and applies advanced project management theory and method to the construction of wind power station. A set of relatively perfect project management methods suitable for wind power industry development are formed in order to improve the quality of project management and promote the development of wind power generation in China.
