【摘要】：空間規(guī)劃體系和內(nèi)容因政治體制、經(jīng)濟(jì)基礎(chǔ)、歷史文化和資源稟賦條件等因素的差異各有不同,但其目的都是為了促進(jìn)空間協(xié)調(diào),實(shí)現(xiàn)地區(qū)的可持續(xù)發(fā)展。英國作為現(xiàn)代城市規(guī)劃的發(fā)源地和城市規(guī)劃體系最為完善的國家之一,在空間規(guī)劃編制和實(shí)施上積累了豐富的經(jīng)驗(yàn),總結(jié)英國空間規(guī)劃的成功經(jīng)驗(yàn)對(duì)我國空間規(guī)劃的編制和實(shí)施具有重要的借鑒意義。本文在回顧英國空間規(guī)劃體系發(fā)展歷程的基礎(chǔ)上,以2004—2011年間的英格蘭區(qū)域空間戰(zhàn)略為例,重點(diǎn)介紹和分析了區(qū)域空間戰(zhàn)略在政策編制和實(shí)施成效監(jiān)測方面的經(jīng)驗(yàn)。在此基礎(chǔ)上,結(jié)合我國空間規(guī)劃的現(xiàn)狀和問題,提出了體系構(gòu)建、規(guī)劃編制和實(shí)施保障方面的啟示和建議。
[Abstract]:The system and content of spatial planning are different from each other in terms of political system, economic basis, historical culture and resource endowment, but their purpose is to promote spatial coordination and realize regional sustainable development. As the birthplace of modern urban planning and one of the most perfect urban planning systems, Britain has accumulated rich experience in the formulation and implementation of spatial planning. Summing up the successful experience of British spatial planning is of great significance for the compilation and implementation of spatial planning in China. Based on the review of the development of British spatial planning system, this paper introduces and analyzes the experience of regional space strategy in policy formulation and implementation effectiveness monitoring with the example of England regional space strategy from 2004 to 2011. On this basis, combined with the present situation and problems of spatial planning in China, the enlightenment and suggestions on system construction, planning formulation and implementation guarantee are put forward.
