風(fēng)電場(chǎng)建設(shè)項(xiàng)目招投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)的不斷發(fā)展,電力體制改革的不斷深入以及風(fēng)電技術(shù)的不斷進(jìn)步,風(fēng)力發(fā)電的裝機(jī)容量發(fā)展勢(shì)頭較快,對(duì)于風(fēng)電場(chǎng)建設(shè)項(xiàng)目的要求也越來越高。目前大多數(shù)風(fēng)電場(chǎng)建設(shè)項(xiàng)目采用招投標(biāo)的方式來進(jìn)行,在此工作過程中,會(huì)出現(xiàn)許多未預(yù)料到的突發(fā)情況,從而會(huì)產(chǎn)生風(fēng)電場(chǎng)建設(shè)項(xiàng)目的招投標(biāo)工作的不確定性及風(fēng)險(xiǎn)性,因此,針對(duì)風(fēng)電場(chǎng)建設(shè)項(xiàng)目開展的招投標(biāo)風(fēng)險(xiǎn)研究顯得愈發(fā)重要。建立一套系統(tǒng)、全面的風(fēng)電場(chǎng)建設(shè)項(xiàng)目招投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)體系,準(zhǔn)確評(píng)估風(fēng)電場(chǎng)建設(shè)項(xiàng)目的招投標(biāo)風(fēng)險(xiǎn)大小,并運(yùn)用相應(yīng)的風(fēng)險(xiǎn)管理手段和策略來規(guī)避招投標(biāo)風(fēng)險(xiǎn)是當(dāng)前亟待解決的問題。本文應(yīng)用風(fēng)險(xiǎn)管理基本理論,構(gòu)建了風(fēng)電場(chǎng)建設(shè)項(xiàng)目的招投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)體系,并使用序關(guān)系法、特征值法、集值迭代法分別來確定不同層次的指標(biāo)權(quán)重。其次,基于可拓物元分析方法和多級(jí)模糊綜合評(píng)價(jià)方法對(duì)X風(fēng)電場(chǎng)建設(shè)項(xiàng)目的招投標(biāo)工作進(jìn)行了實(shí)證研究,論證了招投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)模型的可行性。最后,提出了基于不同階段的風(fēng)電場(chǎng)建設(shè)項(xiàng)目的招投標(biāo)風(fēng)險(xiǎn)管理策略和風(fēng)險(xiǎn)管理手段,為今后的招投標(biāo)工作的風(fēng)險(xiǎn)評(píng)價(jià)和順利開展提供一定的政策建議。研究表明:X風(fēng)電場(chǎng)建設(shè)項(xiàng)目的招投標(biāo)風(fēng)險(xiǎn)的等級(jí)為較大,并且影響招投標(biāo)工作的主要風(fēng)險(xiǎn)因素產(chǎn)生于招投標(biāo)準(zhǔn)備階段。同時(shí),基于不同階段,采取不同的風(fēng)電場(chǎng)建設(shè)項(xiàng)目招投標(biāo)風(fēng)險(xiǎn)管理策略和風(fēng)險(xiǎn)管理手段,可以盡可能的降低招投標(biāo)風(fēng)險(xiǎn)發(fā)生的概率,提高招投標(biāo)管理工作的有效性。
[Abstract]:With the development of our economy, the deepening of electric power system reform and the development of wind power technology, the installed capacity of wind power is developing rapidly, and the requirements of wind farm construction project are becoming higher and higher. At present, most wind farm construction projects are carried out by way of bidding. In the process of this work, there will be many unexpected emergencies, which will lead to the uncertainty and risk of bidding for wind farm construction projects. Therefore, the research of bidding risk for wind farm construction project becomes more and more important. Set up a set of system, comprehensive wind farm construction project bidding risk evaluation system, accurately assess the wind farm construction project bidding risk, It is an urgent problem to use the corresponding risk management methods and strategies to avoid the bidding risk. Based on the basic theory of risk management, this paper constructs a risk evaluation system for wind farm construction projects, and uses order relation method, eigenvalue method and set value iterative method to determine the index weights of different levels. Secondly, based on extension matter element analysis method and multilevel fuzzy comprehensive evaluation method, the bidding work of X wind farm construction project is studied empirically, and the feasibility of bidding risk evaluation model is demonstrated. Finally, the paper puts forward the risk management strategy and means of bidding based on different stages of wind farm construction project, which provides some policy suggestions for the risk evaluation and smooth development of bidding work in the future. The research shows that the grade of bidding risk in the construction project of the wind farm is large, and the main risk factors affecting bidding work come from the stage of bidding preparation. At the same time, according to different stages, adopting different risk management strategies and risk management methods of wind farm construction project, we can reduce the probability of bidding risk as far as possible and improve the effectiveness of bidding management.
