【摘要】:在中國電力企業(yè)中,企業(yè)各部門往往積累了極為龐大的配電網(wǎng)相關(guān)數(shù)據(jù),面對(duì)這樣龐大而復(fù)雜的數(shù)據(jù),供電企業(yè)各生產(chǎn)經(jīng)營(yíng)環(huán)節(jié)的信息管理正面臨巨大的壓力,在不斷擴(kuò)大的電網(wǎng)規(guī)模壓力之下,供電企業(yè)信息的可靠性、準(zhǔn)確性以及及時(shí)性越來越得不到保障。在此環(huán)境之下,地理信息系統(tǒng)(GIS)以其符合供電網(wǎng)絡(luò)需求的特征逐漸進(jìn)入了各大供電公司的眼簾。GIS系統(tǒng)的應(yīng)用和實(shí)施可以有效提升電力企業(yè)的管理水平和生產(chǎn)效率,并進(jìn)而提高其供電和相關(guān)的服務(wù)質(zhì)量,對(duì)電力企業(yè)的發(fā)展和改革具有重要的意義。在建設(shè)GIS系統(tǒng)的過程中,雖然它的開發(fā)過程與普通的信息系統(tǒng)開發(fā)過程有一定的相似之處,但是它對(duì)質(zhì)量的要求更為苛刻。對(duì)于GIS系統(tǒng)的可用性、實(shí)用性、可靠性、穩(wěn)定性及擴(kuò)展性都有非常高的要求。因此,在GIS系統(tǒng)建設(shè)過程中,嚴(yán)格的質(zhì)量管理是一份極為重要的工作。本文在查閱了國內(nèi)外相關(guān)文獻(xiàn)的基礎(chǔ)上,首先梳理項(xiàng)目管理、質(zhì)量管理以及地理信息系統(tǒng)等相關(guān)的理論;其次詳解配網(wǎng)GIS系統(tǒng)平臺(tái)的構(gòu)成及配網(wǎng)GIS系統(tǒng)建設(shè)項(xiàng)目管理的特點(diǎn),并依據(jù)相關(guān)理論,結(jié)合配網(wǎng)GIS系統(tǒng)項(xiàng)目管理的特點(diǎn),形成了配網(wǎng)GIS系統(tǒng)項(xiàng)目質(zhì)量管理的一般流程,并從理論角度出發(fā)構(gòu)建配網(wǎng)GIS系統(tǒng)建設(shè)項(xiàng)目質(zhì)量管理體系的基本框架;最后以T供電局配網(wǎng)GIS系統(tǒng)建設(shè)項(xiàng)目為個(gè)案研究,分析了案例項(xiàng)目質(zhì)量管理存在需求管理問題嚴(yán)重、人員水平不足、過程質(zhì)量控制薄弱、缺乏有效的組織協(xié)調(diào)以及項(xiàng)目評(píng)估不夠科學(xué)五方面的問題,并以層次分析法為基礎(chǔ)對(duì)影響項(xiàng)目質(zhì)量的主要因素進(jìn)行識(shí)別和評(píng)價(jià),確定主要的影響因素。在此基礎(chǔ)上,結(jié)合本文的理論研究成果,針對(duì)T供電局配網(wǎng)GIS系統(tǒng)項(xiàng)目提出了包括質(zhì)量規(guī)劃、質(zhì)量控制以及具體的質(zhì)量保障措施。
[Abstract]:In China's electric power enterprises, the departments of enterprises often accumulate huge distribution network related data. Faced with such huge and complex data, the information management of various production and management links of power supply enterprises is facing enormous pressure. Under the pressure of expanding power grid scale, the reliability, accuracy and timeliness of information of power supply enterprises are more and more unguaranteed. In this environment, geographic information system (GIS) has gradually entered into the application and implementation of power supply companies with its characteristics that meet the demand of power supply network. The application and implementation of GIS system can effectively improve the management level and production efficiency of power enterprises. It is of great significance for the development and reform of electric power enterprises to improve their power supply and related service quality. In the process of constructing GIS system, although its development process is similar to the common information system development process, but it is more demanding to the quality. The availability, practicability, reliability, stability and expansibility of GIS system are very high. Therefore, in the process of GIS system construction, strict quality management is an extremely important work. On the basis of consulting relevant literature at home and abroad, this paper firstly combs the related theories such as project management, quality management and geographic information system, and then explains the construction of GIS platform and the characteristics of project management of distribution network GIS system. According to the relevant theories and the characteristics of project management of distribution network GIS system, the general process of project quality management of distribution network GIS system is formed, and the basic frame of project quality management system of distribution network GIS system is constructed from the angle of theory. Finally, taking the GIS system construction project of T Power supply Bureau as a case study, the paper analyzes the serious problem of demand management, insufficient personnel level and weak process quality control in case project quality management. Lack of effective organization and coordination and lack of scientific evaluation of the project, and based on the Analytic hierarchy process to identify and evaluate the main factors affecting the quality of the project, determine the main impact factors. On this basis, combined with the theoretical research results of this paper, this paper puts forward quality planning, quality control and concrete quality assurance measures for the GIS system project of T power supply bureau distribution network.
