配網(wǎng)建設項目施工多維管理及其評價研究

【摘要】:進入21世紀以來,人類的生產(chǎn)和生活都離不開安全、可靠的電能供應,而配電網(wǎng)作為電力系統(tǒng)的重要組成部分,是聯(lián)系用戶與發(fā)、輸電系統(tǒng)的最直接紐帶,是向用戶傳遞服務理念的重要溝通渠道。隨著城市化建設步伐的加快,配電網(wǎng)建設需求不斷變大,對配網(wǎng)建設管理水平的要求也隨之提高。目前,我國配電網(wǎng)建設發(fā)展迅猛,但是配網(wǎng)建設項目施工管理水平仍然處于相對粗放型管理階段,在施工過程中主要依靠經(jīng)驗,還未應用一系列標準化、程序化和科學化的先進管理方法,亟需依托現(xiàn)代網(wǎng)絡技術和信息管理技術,向精細化管理模式發(fā)展,缺乏完善健全的施工管理體系對施工過程提供參考并且進行約束。由于配電網(wǎng)建設過程覆蓋多個層面,任務繁重,而運維管理人員不足,傳統(tǒng)的工程建設管理方式和經(jīng)驗不足以解決大規(guī)模配網(wǎng)建設施工過程中出現(xiàn)的問題。探究如何運用多維管理來實現(xiàn)配網(wǎng)建設項目的目標,實現(xiàn)經(jīng)濟效益、社會效益和環(huán)境效益的協(xié)調(diào)統(tǒng)一,滿足項目可持續(xù)發(fā)展的要求是當前亟待解決的問題。此外,由于當前對配網(wǎng)施工管理效果的評價仍然依靠工程人員的經(jīng)驗,未能采用科學的評價方法,因此需要建立科學的施工管理效果多維評價體系,將主觀信息定量化,為決策者進行配電網(wǎng)施工管理方案的優(yōu)化決策提供科學合理的參考依據(jù)。傳統(tǒng)的工程建設主要關注進度、質(zhì)量和成本的管理,而忽略了項目施工階段環(huán)境管理的必要性。本文在傳統(tǒng)項目管理理論的基礎上引入綠色管理,闡述了配網(wǎng)建設項目施工多維管理的概念,基于對當前我國配網(wǎng)建設項目施工多維管理現(xiàn)存問題的分析,提出系統(tǒng)化建立多維管理體系的思路。本文首先梳理了項目管理的相關理論,重點闡述了進度管理、質(zhì)量管理、成本管理和綠色管理的內(nèi)涵、原則、方法等,為論文提供理論支撐。在探討配網(wǎng)建設項目施工多維管理內(nèi)涵的基礎上,分析配網(wǎng)建設項目施工多維管理現(xiàn)狀及存在的問題,針對這些問題以及配網(wǎng)建設項目的管理目標,分別從進度、質(zhì)量、成本、綠色管理等多個維度探討了相應的管理策略,并建立了合理、全面的綜合評估指標體系,然后運用層次分析法計算指標權重,構建了基于層次分析法-模糊綜合評價(AHP-FCEM)的配網(wǎng)建設項目施工多維管理效果評價模型。以某配網(wǎng)建設項目為例,根據(jù)本文構建的評價指標體系與評價模型,分析該項目施工多維管理效果,發(fā)現(xiàn)了其施工管理中存在的主要問題并提出了相關建議,驗證評價指標體系與評價模型的可行性與有效性。論文所做的研究,有助于找出現(xiàn)有建設項目施工過程中存在的問題及薄弱環(huán)節(jié),有利于指導配網(wǎng)項目施工的精細化管理和全面管理。
[Abstract]:Since entering the 21st century, the production and life of human beings are inseparable from the safe and reliable power supply. As an important part of the power system, the distribution network is the most direct link between the user, the power generation and the transmission system. It is an important communication channel to communicate the service idea to users. With the accelerating pace of urbanization, the demand for distribution network construction is increasing, and the management level of distribution network construction is also increased. At present, the construction of distribution network in China is developing rapidly, but the construction management level of distribution network construction project is still in the stage of relatively extensive management. In the construction process, it mainly relies on experience and has not yet applied a series of standardization. The advanced management method of procedure and science needs to rely on modern network technology and information management technology to develop into fine management mode, and lack of perfect construction management system to provide reference and restriction for construction process. Because the distribution network construction process covers many layers, the task is heavy, but the operation and maintenance management personnel is insufficient, the traditional engineering construction management method and the experience are not enough to solve the problems in the large-scale distribution network construction process. How to use multidimensional management to realize the goal of distribution network construction project, to realize the coordination of economic, social and environmental benefits, and to meet the requirements of sustainable development of the project is an urgent problem to be solved. In addition, due to the fact that the current evaluation of the construction management effect of distribution network still depends on the experience of the engineers, it is necessary to establish a scientific multi-dimensional evaluation system for the construction management effect and quantify the subjective information. It provides a scientific and reasonable reference for decision makers to optimize the construction management scheme of distribution network. The traditional engineering construction mainly pays attention to the management of progress, quality and cost, but neglects the necessity of environmental management in the construction stage of the project. Based on the traditional project management theory, this paper introduces green management, expounds the concept of multidimensional management of distribution network construction project, and analyzes the existing problems of multi-dimensional management of distribution network construction project in China. The idea of establishing multi-dimensional management system systematically is put forward. This paper first combs the related theories of project management, focusing on the progress management, quality management, cost management and green management of the connotation, principles, methods and so on, to provide theoretical support for the paper. On the basis of discussing the connotation of multidimensional management of distribution network construction project, this paper analyzes the present situation and existing problems of multi-dimensional management of distribution network construction project, aiming at these problems and the management objectives of distribution network construction project, respectively from schedule, quality, cost, etc. Several dimensions such as green management discussed the corresponding management strategy, and established a reasonable, comprehensive evaluation index system, and then used AHP to calculate the index weight. Based on the analytic hierarchy process fuzzy comprehensive evaluation (AHP-FCEM), the multi-dimensional management effect evaluation model of distribution network construction project is constructed. Taking a distribution network construction project as an example, according to the evaluation index system and evaluation model constructed in this paper, this paper analyzes the multi-dimensional management effect of the project, finds out the main problems in the construction management, and puts forward some relevant suggestions. Verify the feasibility and validity of evaluation index system and evaluation model. The research done in this paper is helpful to find out the problems and weak links in the construction process of the construction project and to guide the fine management and overall management of the distribution network project construction.
