【摘要】：目前,我國(guó)廣電運(yùn)營(yíng)商都是獨(dú)立運(yùn)營(yíng)的,網(wǎng)絡(luò)工程建設(shè)項(xiàng)目成本一直逐年上升,壓縮了企業(yè)的利潤(rùn)空間。同時(shí),不管在國(guó)外還是國(guó)內(nèi),針對(duì)廣電運(yùn)營(yíng)商的網(wǎng)絡(luò)工程項(xiàng)目都沒(méi)有明確的成本管理機(jī)制和成本控制方法的研究。因此,為了解決這些不足,增加廣電運(yùn)營(yíng)商的企業(yè)利潤(rùn),就需要對(duì)廣電網(wǎng)絡(luò)工程項(xiàng)目成本控制與管理進(jìn)行研究,找出適合的成本管理機(jī)制和成本控制方法,提升廣電運(yùn)營(yíng)商的核心市場(chǎng)競(jìng)爭(zhēng)能力。首先,文章對(duì)項(xiàng)目成本管理和項(xiàng)目成本控制兩個(gè)方面進(jìn)行研究�；趨⒖即罅课墨I(xiàn)的基礎(chǔ)上,研究了項(xiàng)目成本管理的發(fā)展和概念,并且研究了當(dāng)今常用的項(xiàng)目成本管理的流程和方法�；趨⒖柬�(xiàng)目管理的書(shū)籍的基礎(chǔ)上,對(duì)項(xiàng)目成本控制的內(nèi)容和方法進(jìn)行了詳細(xì)的研究,包括對(duì)成本累計(jì)曲線法的研究、掙得值法的研究、價(jià)值工程法的研究,并且對(duì)項(xiàng)目成本控制方法進(jìn)行了比較和分析。最終,將項(xiàng)目的成本管理與項(xiàng)目的成本控制集成起來(lái),相互結(jié)合,進(jìn)行研究。其次,文章從兩個(gè)角度分別對(duì)廣電網(wǎng)絡(luò)工程項(xiàng)目的成本管理機(jī)制和成本控制方法進(jìn)行分析,實(shí)現(xiàn)了對(duì)廣電網(wǎng)絡(luò)工程項(xiàng)目成本管理的一體化集成設(shè)計(jì)。在廣電網(wǎng)絡(luò)工程項(xiàng)目成本管理機(jī)制中,分析了成本分解結(jié)構(gòu)、設(shè)計(jì)了成本管理制度、設(shè)計(jì)了成本管理組織架構(gòu)、設(shè)計(jì)了成本管理流程,實(shí)現(xiàn)了對(duì)現(xiàn)有成本管理結(jié)構(gòu)的改進(jìn),對(duì)項(xiàng)目施工流程進(jìn)行再造,提高了成本管理的效率;在廣電網(wǎng)絡(luò)工程項(xiàng)目成本控制方法中,設(shè)計(jì)了成本控制流程,設(shè)計(jì)了基于資源約束的關(guān)鍵路徑掙得值法,消減了項(xiàng)目中的資源沖突,避免了成本的增加,實(shí)現(xiàn)了廣電網(wǎng)絡(luò)工程項(xiàng)目的管理績(jī)效的提高。最后,將研究成果應(yīng)用在天津廣電網(wǎng)絡(luò)有限公司的網(wǎng)絡(luò)工程項(xiàng)目的實(shí)例中。從應(yīng)用的結(jié)果可以看出,研究的效果非常明顯,能夠幫助項(xiàng)目管理者在新的管理組織和管理機(jī)制中,及時(shí)溝通發(fā)現(xiàn)問(wèn)題,同時(shí)通過(guò)新的成本控制方法對(duì)問(wèn)題進(jìn)行解決,以保證項(xiàng)目按照既定的目標(biāo)繼續(xù)前進(jìn)。
[Abstract]:At present, radio and television operators in our country operate independently, and the cost of network construction projects has been rising year by year, which has compressed the profit space of enterprises. At the same time, there is no clear research on cost management mechanism and cost control methods for network engineering projects of radio and television operators both at home and abroad. Therefore, in order to solve these shortcomings and increase the enterprise profits of radio and television operators, it is necessary to study the cost control and management of radio and television network engineering projects, and find out the appropriate cost management mechanism and cost control methods. Enhance the core market competitiveness of radio and television operators. First of all, this paper studies two aspects of project cost management and project cost control. Based on a large number of references, this paper studies the development and concept of project cost management, and studies the process and methods of project cost management commonly used nowadays. Based on the books of project management, this paper makes a detailed study on the contents and methods of project cost control, including the research of cost cumulative curve method, the study of earned value method, and the study of value engineering method. And the project cost control methods are compared and analyzed. Finally, the project cost management and the project cost control integration, the union, carries on the research. Secondly, this paper analyzes the cost management mechanism and cost control methods of radio and television network project from two angles, and realizes the integrated design of cost management of radio and television network engineering project. In the cost management mechanism of radio and television network engineering project, the cost decomposition structure, the cost management system, the cost management organization structure, the cost management process and the improvement of the existing cost management structure are analyzed. In the cost control method of radio and television network project, the cost control flow is designed, and the key path earned value method based on resource constraint is designed. It reduces the conflict of resources in the project, avoids the increase of cost, and realizes the improvement of the management performance of the radio and television network project. Finally, the research results are applied to the network engineering project of Tianjin Radio and Television Network Co., Ltd. From the application results, we can see that the effect of the study is very obvious, which can help project managers to communicate and find problems in the new management organization and management mechanism, and solve the problems through new cost control methods. To ensure that the project continues in accordance with its stated objectives.
