【摘要】：中央高層對于三農問題的關注觸發(fā)了各級政府項目在鄉(xiāng)村領域的持續(xù)投放,之前深陷"中空"危機的鄉(xiāng)村治理也隨之產生了一系列變化。本文簡要回顧了海外經驗中政府層面發(fā)起的鄉(xiāng)村項目對鄉(xiāng)村治理的促動,以南京市江寧區(qū)的三個典型鄉(xiāng)村項目為研究對象,基于不同類型特點進行了評述。文章認為,政府項目引發(fā)了一系列關乎鄉(xiāng)村治理改善的"鏈式反應",這一由政府先行推動、帶動市場、農民參與的鄉(xiāng)村運動,可以視作中國特色治理模式在鄉(xiāng)村地域中的一個重要體現。但是,我們同時還應當清醒地認識到,合理界定鄉(xiāng)村治理當中政府的干預邊界是實踐的當務之急。市場因素是這一過程更為根本的動力,鄉(xiāng)村善治的達成更有賴于村民歸屬感與社群參與力的提高。
[Abstract]:The central government's concern for the issue of "agriculture, countryside and farmers" has triggered the continuous investment of government projects in the rural areas, and the rural governance, which has been mired in a "hollow" crisis, has brought about a series of changes. This paper briefly reviews the impact of rural projects initiated at the government level on rural governance in overseas experiences. Three typical rural projects in Jiangning District of Nanjing City are taken as the research objects and reviewed on the basis of different types of characteristics. The article believes that the government project has triggered a series of "chain reactions" related to the improvement of rural governance, a rural movement promoted by the government and driven by the market and the participation of farmers. It can be regarded as an important embodiment of governance mode with Chinese characteristics in rural areas. But at the same time, we should realize clearly that it is urgent to define the government intervention boundary in rural governance. Market factor is a more fundamental driving force for this process, and the achievement of good governance in rural areas depends on the improvement of villagers' sense of belonging and community participation.
