【摘要】：城市防澇體系經(jīng)濟效益計算涉及面廣、資料統(tǒng)計困難。為充分利用有限資料準確定量地計算防澇體系的經(jīng)濟效益,根據(jù)統(tǒng)計年鑒及暴雨水情等可獲取數(shù)據(jù),運用頻率曲線法,對《北京市中心城防洪防澇系統(tǒng)規(guī)劃》的防澇效益進行了分析。結(jié)果表明,該規(guī)劃多年平均防澇效益為19.08億元,其中直接效益16.45億元,間接效益2.63億元,經(jīng)濟效益顯著。效益費用比和敏感性分析表明,規(guī)劃防澇體系在經(jīng)濟上是合理可行的,且抗風(fēng)險能力較強。
[Abstract]:The calculation of the economic benefits of urban waterlogging prevention system involves a wide range of areas, and it is difficult to calculate the data. In order to make full use of limited data to calculate the economic benefits of waterlogging prevention system accurately and quantitatively, the frequency curve method is used according to the data obtained from statistical yearbooks and rainstorm water regime. The benefit of flood control and waterlogging prevention system in central city of Beijing is analyzed. The results show that the annual average benefit of waterlogging prevention is 1.908 billion yuan, of which the direct benefit is 1.645 billion yuan, the indirect benefit is 263 million yuan, and the economic benefit is remarkable. The cost-benefit ratio and sensitivity analysis show that the planning waterlogging prevention system is reasonable and feasible in economy and has strong ability to resist risks.
