基于海綿城市理論的濟南市既有住區(qū)低影響開發(fā)策略研究

【摘要】:在中國共產(chǎn)黨第十八次中國代表代表大會上,生態(tài)文明建設被確立為國家“五位一體”發(fā)展總布局的重要一環(huán),隨之,生態(tài)文明建設成為了我國新時代建設的重點,從而也使城市內(nèi)澇、城市霧霾等城市問題逐漸成為人們討論的熱點。為此,在專業(yè)研究方面,尋求解決城市問題的策略方法正逐漸成為各學科研究的重點。本文以濟南市當選為第一批海綿城市試點城市為背景,引入改善城市問題的海綿城市建設理論。通過對海綿城市理論的學習以及對濟南市作為海綿城市試點城市的規(guī)劃公示分析,得出:當前的濟南市海綿城市規(guī)劃及建設工作主要集中在市政設施、城市綠化和城市道路等方面,對占城市較大比例的既有住區(qū)建筑類型,海綿城市建設規(guī)模不大,開發(fā)力度較小。然而,濟南市既有住區(qū)及其周邊區(qū)域往往是是內(nèi)澇災害頻發(fā)的區(qū)域,并且在發(fā)生內(nèi)澇時,由于既有住區(qū)的設施破損、電線老化等問題,內(nèi)澇災害對居民生活以及人身安全的影響也最為嚴重。鑒于既有住區(qū)的規(guī)模較大、現(xiàn)狀復雜,且濟南市城區(qū)地形地勢差異較大,按照常規(guī)的海綿城市建設策略對濟南市既有住區(qū)進行低影響開發(fā)成效并不顯著,因此,針對濟南市既有住區(qū)的特點,因地制宜的進行低影響開發(fā)的策略研究則十分的必要和迫切。首先,論文以濟南市當前的主要城市問題——內(nèi)澇問題為切入點,通過分析濟南市城區(qū)內(nèi)澇問題的形成原因及常見內(nèi)澇積水點分布狀況,了解到城區(qū)常見內(nèi)澇積水點周邊的既有住區(qū)現(xiàn)狀對造成城市內(nèi)澇災害有較大的影響;因此,筆者以城區(qū)常見內(nèi)澇積水點周邊的既有住區(qū)為調(diào)研對象,通過現(xiàn)場調(diào)研及與居民訪談,總結出濟南市既有住區(qū)的現(xiàn)狀特點與相應問題,并通過分析當前的政府政策導向、政府建設經(jīng)驗、居民改造意愿等因素,得出對既有住區(qū)實施低影響開發(fā)的現(xiàn)實可行性。其次,在可行性的基礎上,論文以《濟南市海綿城市專項規(guī)劃(2016-2030年)》為基本框架,以濟南市獨特的地形地勢、城市建筑現(xiàn)狀、常見積水點分布、生態(tài)城區(qū)建設等因素為分區(qū)因子,對濟南市主城區(qū)進行適宜的低影響開發(fā)分區(qū);并進一步以每個分區(qū)的低影響開發(fā)原則為基礎,針對既有住區(qū)的綠化景觀、住區(qū)道路、住區(qū)建筑進行開發(fā)側重點選擇及建設強度分級,從而形成從濟南市城市層面到既有住區(qū)地塊層面的低影響開發(fā)策略,并在“分區(qū)分級”策略的指導下,總結出低影響開發(fā)技術措施的選取及實施原則。再次,在“分區(qū)分級”的濟南市既有住區(qū)低影響開發(fā)策略下,以低影響開發(fā)技術原則為指導,以濟南市既有住區(qū)的基本特點為基礎,總結出“以滲為主”、“以蓄為主”、“以滯為主”的三種主要適用于既有住區(qū)的低影響開發(fā)技術單元,并對每個單元中適用的具體基礎措施進行構造分析,為了更好的實現(xiàn)低影響開發(fā)技術措施在整個住區(qū)的協(xié)同工作效應,總結出了“串聯(lián)式、并聯(lián)式、混合式”三種技術措施的組合方式,以便系統(tǒng)性的對既有住區(qū)實施低影響開發(fā)建設。最后,論文在對整篇文章總結的基礎上,進一步提出了在新建海綿型、生態(tài)型住宅小區(qū)時的建設原則及注意事項,以期為當前及未來的濟南市海綿城市建設提供一種更適宜、更詳細的住區(qū)低影響開發(fā)建設策略。
[Abstract]:At the eighteenth Chinese Representative Congress of the Communist Party of China, the construction of ecological civilization has been established as an important part of the overall layout of the national "five in one" development. Accordingly, the construction of ecological civilization has become the focus of the construction of the new era of our country. Thus, the urban problems of urban waterlogging and Urban Haze have gradually become a hot topic of discussion. In this paper, in the field of professional research, the strategic approach to solve the city problem is gradually becoming the focus of the research in various disciplines. This paper, based on the election of Ji'nan as the first batch of pilot cities in sponge cities, introduces the theory of the construction of the sponge city construction to improve the city problem. Through the study of the theory of the sponge city and the city of Ji'nan as a sponge City The planning and analysis of the pilot cities shows that the current Ji'nan city's spongy city planning and construction work mainly concentrated in the municipal facilities, urban greening and urban roads, which have a large proportion of the urban residential building types, the scale of the construction of the sponge city is small, and the opening of the city is small. However, there are both residential areas and its surrounding areas in Ji'nan. The area is often the area of frequent waterlogging disasters, and in the occurrence of waterlogging, due to the damaged facilities of the residential area and the aging of electric wires, the impact of Waterlogging on the living and personal safety is also the most serious. In view of the large scale of the residential area, the situation is complex, and the terrain and terrain of Ji'nan city are very different, according to the routine. The construction strategy of spongy city is not significant to the low impact development of Ji'nan existing residential area. Therefore, it is very necessary and urgent to study the strategy of low impact development according to local conditions in Ji'nan. First, the paper takes the main urban problem in Ji'nan, the problem of waterlogging as the breakthrough point, Through the analysis of the causes of the formation of waterlogging in Ji'nan city and the distribution of the common waterlogging and water accumulation points, the present situation of the existing residential area around the common waterlogging and waterlogging points in the urban area has a great influence on the urban waterlogging disaster. Therefore, the author takes the existing residential area around the common waterlogging points in the urban area as the research object and through the field investigation. And interviews with residents, this paper summarizes the current characteristics and problems of the existing residential areas in Ji'nan, and through the analysis of the current government policy guidance, the government construction experience, the residents' reform will and other factors, the practical feasibility of the low impact development of the existing residential areas is obtained. Secondly, on the basis of feasibility, the paper is "Ji'nan City spongy City special". Project planning (2016-2030 years) is the basic framework, with the unique terrain terrain in Ji'nan, the status of urban buildings, the distribution of common water accumulation points, the construction of ecological urban areas as zoning factors, the suitable low impact development zones for the main urban areas in Ji'nan, and further on the basis of the low impact development principles of each partition, aiming at existing residential areas. Green landscape, residential road, residential building development focus selection and construction intensity classification, thus forming a low impact development strategy from the city level in Ji'nan to the existing residential block level, and under the guidance of "division classification" strategy, summarize the selection and implementation principles of low impact development technology measures. Again, "zoning" Based on the principle of low impact development technology, based on the principle of low impact development technology, and based on the basic characteristics of the existing residential area in Ji'nan, the Ji'nan city is based on the basic characteristics of the existing residential areas, and summarizes the three main types of low impact development technology units, which are mainly used in the existing residential areas, and to each unit. In order to better realize the synergistic effect of the low impact development technology measures in the whole residential area, the combination mode of three technical measures "series, parallel, mixed" is summed up so as to systematically implement the low impact development and construction of the existing residential area. Finally, the paper is on the whole. On the basis of the summary of the article, the paper further puts forward the construction principles and matters needing attention in the construction of the new spongy and ecotype residential quarters, in order to provide a more suitable and detailed strategy for the development and construction of the low influence of the residential area in Ji'nan.
