【摘要】：許多高校伴隨著新校區(qū)的擴(kuò)建,大量電梯安裝施工給高校管理帶來(lái)了不小的挑戰(zhàn);與此同時(shí),老校區(qū)的電梯使用年代越來(lái)越久,老舊電梯運(yùn)行故障頻繁發(fā)生,安全隱患不容忽視。因此,電梯安全的建管已成為高�；A(chǔ)建設(shè)的重要組成部分,電梯施工和老舊電梯的安全排查,消除安全隱患,電梯安全的防微杜漸已成為高校管理部門工作的重點(diǎn)之一。然而,目前國(guó)內(nèi)尚缺乏相關(guān)法律條文規(guī)定如何進(jìn)行電梯監(jiān)管,老舊電梯強(qiáng)制報(bào)廢年限也無(wú)章可循等普遍問(wèn)題。對(duì)高校而言,由于缺乏相對(duì)專業(yè)的電梯安全管理人員,在高校電梯項(xiàng)目建設(shè)及安全管理仍存在諸多不足。因此,研究高校電梯建管應(yīng)對(duì)校園電梯安全風(fēng)險(xiǎn),降低電梯事故發(fā)生率,增強(qiáng)高校電梯項(xiàng)目管理水平,已成為促進(jìn)和諧校園、安全校園、穩(wěn)定校園的一項(xiàng)新課題。本文首先通過(guò)查閱相關(guān)資料,對(duì)高校電梯的現(xiàn)狀進(jìn)行調(diào)研,學(xué)習(xí)電梯安全的相關(guān)法律法規(guī),并利用項(xiàng)目管理的理論和概念,總結(jié)了高校電梯工作的特點(diǎn)。隨后,本文分析了高校電梯建設(shè)與管理方面存在的不足,即高校老舊電梯數(shù)量多、管理維保方式滯后、應(yīng)急救援措施不到位、宣傳教育手段較少、信息化監(jiān)管系統(tǒng)缺失等問(wèn)題;通過(guò)深入挖掘,建立高校電梯項(xiàng)目建管的系統(tǒng)構(gòu)架,分析系統(tǒng)組成各部分影響因素;應(yīng)用層次分析法和模糊綜合評(píng)價(jià)法建立高校電梯建管系統(tǒng)各個(gè)指標(biāo)的風(fēng)險(xiǎn)評(píng)估體系,并驗(yàn)證模型的實(shí)用性與有效性。最后,本文針對(duì)高校現(xiàn)狀,提出加強(qiáng)高校電梯管理及安全風(fēng)險(xiǎn)防范的對(duì)策,為改善高校電梯管理和安全管理提供參考。
[Abstract]:With the expansion of the new campus, a large number of elevator installation construction has brought great challenges to the management of colleges and universities. At the same time, the elevator in the old campus has been in use for more and more years, and the old elevator operation failures frequently occur. Safety risks cannot be ignored. Therefore, the construction and management of elevator safety has become an important part of the basic construction of colleges and universities. The elevator construction and the safety investigation of the old elevator eliminate the hidden danger of safety, and the prevention of elevator safety has become one of the focal points of the university management department. However, at present, there is still lack of relevant legal provisions on how to regulate the elevator, and there are no general problems such as mandatory scrapping years of old elevators. For colleges and universities, because of the lack of relative professional elevator safety management personnel, there are still many shortcomings in elevator project construction and safety management in colleges and universities. Therefore, it has become a new task to study the elevator management in colleges and universities to deal with the risk of elevator safety, reduce the incidence of elevator accidents, and enhance the management level of elevator projects in colleges and universities. It has become a new task to promote harmonious campus, safe campus and stable campus. In this paper, through consulting relevant information, the current situation of elevator in colleges and universities is investigated, and the relevant laws and regulations of elevator safety are studied, and the characteristics of elevator work in colleges and universities are summarized by using the theory and concept of project management. Then, this paper analyzes the shortcomings of elevator construction and management in colleges and universities, that is, the number of old elevators in colleges and universities, the lagging of management maintenance and maintenance, the lack of emergency rescue measures, the less means of propaganda and education, the lack of information supervision system, and so on. Through the deep excavation, the system frame of the elevator project management in colleges and universities is established, and the influencing factors of the system composition are analyzed, and the risk assessment system of each index of the elevator management system is established by using the analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method. The practicability and validity of the model are verified. Finally, according to the current situation of colleges and universities, this paper puts forward countermeasures to strengthen elevator management and safety risk prevention in colleges and universities, and provides a reference for improving elevator management and safety management in colleges and universities.
