【摘要】：近年來(lái),隨著經(jīng)濟(jì)社會(huì)發(fā)展水平的不斷提高,建筑業(yè)也迅速發(fā)展起來(lái)。項(xiàng)目的數(shù)量和規(guī)模也隨之增多,項(xiàng)目管理的難度也逐漸加大,傳統(tǒng)的項(xiàng)目管理模式已經(jīng)無(wú)法滿足現(xiàn)代建筑工程項(xiàng)目的需要,急需采取更先進(jìn)的工程項(xiàng)目管理模式,提高工程項(xiàng)目管理的質(zhì)量。EPC工程總承包模式遵循科學(xué)化、標(biāo)準(zhǔn)化的管理理念,在提高工程質(zhì)量的同時(shí),更能夠有效減少成本支出,但面臨的各種風(fēng)險(xiǎn)也隨之加大。因此,在EPC管理模式下,工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)問(wèn)題的評(píng)價(jià)與管理具有一定的研究和實(shí)踐價(jià)值。本文對(duì)建筑施工企業(yè)EPC工程項(xiàng)目的投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)與管理問(wèn)題進(jìn)行研究,主要研究?jī)?nèi)容如下。首先,對(duì)工程項(xiàng)目管理、工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)、工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)管理基本理論進(jìn)行闡述,分析影響工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)的因素;其次,對(duì)DJ集團(tuán)建筑施工企業(yè)投標(biāo)風(fēng)險(xiǎn)管理現(xiàn)狀進(jìn)行分析,指出企業(yè)面臨的投標(biāo)風(fēng)險(xiǎn)類(lèi)型主要有,社會(huì)政治風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、市場(chǎng)環(huán)境風(fēng)險(xiǎn)、合同風(fēng)險(xiǎn)、業(yè)主風(fēng)險(xiǎn)和競(jìng)爭(zhēng)風(fēng)險(xiǎn),找出投標(biāo)風(fēng)險(xiǎn)管理中存在的問(wèn)題包括對(duì)投標(biāo)風(fēng)險(xiǎn)管理重視程度不夠、投標(biāo)風(fēng)險(xiǎn)管理制度不完善、投標(biāo)部門(mén)人員配置結(jié)構(gòu)不合理和投標(biāo)風(fēng)險(xiǎn)管理數(shù)據(jù)庫(kù)不健全。在此基礎(chǔ)上,本文建立了工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)模型,構(gòu)建了基于EPC模式的投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,基于ANP算法確定各指標(biāo)權(quán)重,在此基礎(chǔ)上,結(jié)合專(zhuān)家打分,得出風(fēng)險(xiǎn)評(píng)估結(jié)果。再次,以DJ集團(tuán)施工的明誠(chéng)雅居項(xiàng)目為例,利用本文建立的工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)評(píng)價(jià)模型,對(duì)該項(xiàng)目的投標(biāo)風(fēng)險(xiǎn)進(jìn)行識(shí)別和評(píng)價(jià),確定其為中等投標(biāo)風(fēng)險(xiǎn)等級(jí),并進(jìn)一步分析了該項(xiàng)目的主要風(fēng)險(xiǎn)的來(lái)源為,承包商自身風(fēng)險(xiǎn)、競(jìng)爭(zhēng)對(duì)手風(fēng)險(xiǎn)、項(xiàng)目本身情況和社會(huì)政治情況等,并從風(fēng)險(xiǎn)的主要來(lái)源提出了具體應(yīng)對(duì)風(fēng)險(xiǎn)的措施。最后,根據(jù)DJ集團(tuán)工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)管理中存在的問(wèn)題,提出了優(yōu)化DJ集團(tuán)工程項(xiàng)目投標(biāo)風(fēng)險(xiǎn)管理的措施建議。
[Abstract]:In recent years, with the continuous improvement of economic and social development, the construction industry has also developed rapidly.The number and scale of projects are increasing, and the difficulty of project management is gradually increasing. The traditional project management mode can no longer meet the needs of modern construction projects, so it is urgent to adopt more advanced engineering project management mode.To improve the quality of project management. The EPC general contracting mode follows the scientific and standardized management concept, which can effectively reduce the cost and expenditure while improving the quality of the project, but the risks are also increased.Therefore, under the EPC management mode, the project bidding risk evaluation and management has certain research and practice value.In this paper, the bidding risk evaluation and management of EPC project in construction enterprises are studied, the main contents are as follows.Firstly, the basic theories of project management, project bidding risk and project bidding risk management are expounded, and the factors influencing the project bidding risk are analyzed.This paper analyzes the present situation of bidding risk management in construction enterprises of DJ Group, and points out that the main types of bidding risks faced by enterprises are: social and political risk, technical risk, market environment risk, contract risk, owner risk and competition risk.The problems in bidding risk management include insufficient attention to bid risk management, imperfect bidding risk management system, unreasonable staffing structure of bidding department and imperfect bidding risk management database.On this basis, this paper establishes the project bidding risk evaluation model, constructs the bidding risk evaluation index system based on the EPC model, determines the weight of each index based on the ANP algorithm, on this basis, combines the expert to score,The results of risk assessment are obtained.Thirdly, taking the Mingcheng Yaju project constructed by DJ Group as an example, using the project bidding risk evaluation model established in this paper, the bidding risk of the project is identified and evaluated, and the middle bidding risk grade is determined.The main risk sources of the project are the contractor's own risk, the competitor's risk, the project itself and the social and political situation, etc. The measures to deal with the risk are put forward from the main source of the risk.Finally, according to the problems existing in the bidding risk management of DJ group engineering project, the paper puts forward some measures to optimize the risk management of DJ group engineering project bidding.
