【摘要】：項(xiàng)目管理主要反映在進(jìn)度、成本和質(zhì)量三個(gè)方面,這三個(gè)方面通常稱為項(xiàng)目管理的三要素。進(jìn)度、成本和質(zhì)量有著相互影響的關(guān)系。項(xiàng)目進(jìn)度實(shí)施過(guò)程往往會(huì)產(chǎn)生項(xiàng)目質(zhì)量的下降和項(xiàng)目成本的增加,因此對(duì)項(xiàng)目進(jìn)行進(jìn)度管理可以減少項(xiàng)目進(jìn)度對(duì)項(xiàng)目造成的損失。GD產(chǎn)品質(zhì)量監(jiān)督檢驗(yàn)研究院是國(guó)家質(zhì)量監(jiān)督檢驗(yàn)檢疫總局和GD省質(zhì)量技術(shù)監(jiān)督局屬下的法定第三方專門(mén)從事產(chǎn)品質(zhì)量檢驗(yàn)和認(rèn)證的機(jī)構(gòu),主要業(yè)務(wù)包括各級(jí)政府的定期監(jiān)督檢驗(yàn)、專項(xiàng)監(jiān)督檢驗(yàn)以及委托業(yè)務(wù)。新一屆政府上臺(tái)后,憑著用壯士斷腕之力進(jìn)行了大刀闊斧的改革,質(zhì)檢機(jī)構(gòu)將完成機(jī)構(gòu)的整合和轉(zhuǎn)企改制。政府的產(chǎn)品質(zhì)量監(jiān)督檢驗(yàn)費(fèi)不再向企業(yè)收取,這令事業(yè)單位性質(zhì)的質(zhì)檢機(jī)構(gòu)在業(yè)務(wù)收入方面面臨著前所未有的挑戰(zhàn)。為了避免業(yè)務(wù)的大幅下滑,一批新興檢測(cè)項(xiàng)目相繼上馬,家具防火阻燃實(shí)驗(yàn)室建設(shè)項(xiàng)目是其中之一。本文運(yùn)用項(xiàng)目進(jìn)度管理相關(guān)理論,對(duì)家具防火阻燃實(shí)驗(yàn)室建設(shè)項(xiàng)目進(jìn)度計(jì)劃的制定和進(jìn)度計(jì)劃的控制進(jìn)行詳細(xì)的論證研究。具體上,通過(guò)分解項(xiàng)目工作結(jié)構(gòu),繪制甘特圖,分析關(guān)鍵路徑后確定項(xiàng)目的進(jìn)度計(jì)劃。然后以項(xiàng)目進(jìn)度計(jì)劃為依據(jù)對(duì)進(jìn)度計(jì)劃進(jìn)行控制,建立完善的項(xiàng)目進(jìn)度控制系統(tǒng),并對(duì)項(xiàng)目的事前、事中和事后進(jìn)行全面的控制。在項(xiàng)目計(jì)劃的實(shí)施過(guò)程中,對(duì)項(xiàng)目進(jìn)度進(jìn)行持續(xù)的跟蹤檢查,收集項(xiàng)目進(jìn)度信息,安排固定例會(huì),形成項(xiàng)目進(jìn)度報(bào)告。運(yùn)用非勻速甘特圖比較法和設(shè)置里程碑的技術(shù)和方法,對(duì)項(xiàng)目的實(shí)際進(jìn)度與計(jì)劃進(jìn)度進(jìn)行比較。當(dāng)項(xiàng)目進(jìn)度發(fā)生偏差時(shí),找出進(jìn)度偏差產(chǎn)生的原因,并提出解決問(wèn)題的措施,用以調(diào)整項(xiàng)目進(jìn)度計(jì)劃,最終確保計(jì)劃的總工期得以實(shí)現(xiàn)。
[Abstract]:Project management is mainly reflected in three aspects: schedule, cost and quality, which are usually called three elements of project management.Progress, cost, and quality are interacted with each other.The process of implementing the project schedule often leads to the decline of project quality and the increase of project cost.Therefore, the project schedule management can reduce the loss caused by the project schedule. GD Product quality Supervision and Inspection Research Institute is the legal third party under the State General Administration of quality Supervision, Inspection and Quarantine and the GD Provincial Bureau of quality and Technical Supervision.Institutions specializing in product quality inspection and certification,The main business includes regular supervision and inspection of governments at all levels, special supervision and inspection and entrusting business.After the new government came to power, with the strength of breaking the wrist, the quality inspection organization will complete the integration of the organization and the transformation of the enterprise system.The government's product quality supervision and inspection fee is no longer charged to enterprises, which makes the quality inspection organizations of institutions face unprecedented challenges in terms of business income.In order to avoid a sharp decline in business, a number of new testing projects have been launched, furniture fire-proof and flame-retardant laboratory construction project is one of them.Based on the theory of project schedule management, this paper makes a detailed demonstration and study on the establishment and control of the progress plan of furniture fire proof and flame retardant laboratory construction project.Specifically, the project schedule is determined by decomposing the project work structure, drawing Gantt chart and analyzing the critical path.Then, based on the project schedule, the project schedule is controlled, a perfect project schedule control system is established, and the overall control of the project is carried out in advance, during and after the project.During the implementation of the project plan, keep track of the progress of the project, collect the information of the progress of the project, arrange a regular meeting, and form the progress report of the project.The actual progress of the project is compared with the planned progress by using the non-uniform Gantt chart comparison method and the techniques and methods of setting milestones.When the project schedule deviates, the cause of the project schedule deviation is found, and the measures to solve the problem are put forward to adjust the project schedule plan, and finally to ensure that the total schedule of the plan can be realized.
