【摘要】：隨著經(jīng)濟(jì)社會(huì)的持續(xù)發(fā)展,我國改革正在進(jìn)入深水區(qū),在城鄉(xiāng)規(guī)劃領(lǐng)域,遇到了前所未有的難題。由于經(jīng)濟(jì)社會(huì)的粗放式發(fā)展,導(dǎo)致了耕地流失、環(huán)境污染、生態(tài)破壞,土地利用總體規(guī)劃、環(huán)境保護(hù)規(guī)劃等約束性規(guī)劃隨之而生。同時(shí)由于在規(guī)劃編制過程中,政府部門之間溝通協(xié)調(diào)不暢,導(dǎo)致國民經(jīng)濟(jì)和社會(huì)發(fā)展規(guī)劃、城市總體規(guī)劃、土地利用總體規(guī)劃、環(huán)境保護(hù)規(guī)劃等存在規(guī)劃沖突,多規(guī)銜接困難,給經(jīng)濟(jì)社會(huì)發(fā)展帶來了阻力,保定面臨的問題也是如此。隨著信息化時(shí)代的到來,運(yùn)用信息科技手段,解決多規(guī)沖突,成為一個(gè)行之有效的辦法。本文旨在通過分析保定市城鄉(xiāng)規(guī)劃管理信息系統(tǒng)在運(yùn)行中存在的問題,借鑒省外先進(jìn)城市規(guī)劃信息化經(jīng)驗(yàn),并結(jié)合保定的特殊情況,探討保定市面向多規(guī)合一的城鄉(xiāng)規(guī)劃管理信息系統(tǒng)建設(shè)策略,尋求一條解決多規(guī)合一問題的技術(shù)之路。本文共分為五章,第一章緒論,主要介紹了論文研究的背景、意義、綜述、內(nèi)容和方法。第二章介紹了城鄉(xiāng)規(guī)劃管理信息系統(tǒng)的相關(guān)基礎(chǔ)理論與技術(shù),包括支撐城鄉(xiāng)規(guī)劃管理信息系統(tǒng)建設(shè)的大數(shù)據(jù)、云計(jì)算、互聯(lián)網(wǎng)+、虛擬現(xiàn)實(shí)、數(shù)據(jù)挖掘等關(guān)鍵性技術(shù)的概念、發(fā)展與應(yīng)用。第三章分析了保定城鄉(xiāng)規(guī)劃管理信息系統(tǒng)的軟硬件設(shè)施、數(shù)據(jù)庫建設(shè)等方面的情況以及系統(tǒng)當(dāng)前所存在的問題及問題原因分析。第四章介紹了上海、廈門、廣州的信息系統(tǒng)建設(shè)情況,并分析各系統(tǒng)的優(yōu)勢和不足之處,為保定市面向“多規(guī)合一”的城鄉(xiāng)規(guī)劃管理信息系統(tǒng)建設(shè)借鑒經(jīng)驗(yàn)。第五章就保定市規(guī)劃局新一輪規(guī)劃管理信息系統(tǒng)建設(shè)對策進(jìn)行了探討。
[Abstract]:With the sustainable development of economy and society, the reform of our country is entering deep water area. In the field of urban and rural planning, China is encountering unprecedented difficulties. The extensive development of economy and society has led to the loss of cultivated land, environmental pollution and ecological destruction. As a result of the poor communication and coordination among government departments in the planning process, it has led to the planning of national economic and social development and the overall urban planning. There are planning conflicts in the overall land use planning and environmental protection planning, and the difficulty of linking up multiple rules brings resistance to economic and social development, and the same is true of the problems faced by Baoding. With the advent of the information age, the use of information technology means, It is an effective method to solve the conflict of multiple regulations. This paper aims at analyzing the problems existing in the operation of Baoding city planning management information system, drawing lessons from the experience of advanced urban planning informatization in other provinces, and combining with the special situation of Baoding. This article is divided into five chapters. The first chapter introduces the background and significance of the research on the background and significance of the research. Chapter two introduces the basic theories and technologies of urban and rural planning management information system, including big data, cloud computing, Internet, virtual reality, which support the construction of urban and rural planning management information system. The concept, development and application of key technologies such as data mining. Chapter three analyzes the hardware and software facilities of Baoding urban and rural planning management information system. Chapter four introduces the information system construction in Shanghai, Xiamen and Guangzhou, and analyzes the advantages and disadvantages of each system. In order to draw lessons from experience in the construction of urban and rural planning management information system in Baoding, the fifth chapter discusses the countermeasures for the construction of a new round of planning management information system in Baoding City Planning Bureau.
