【摘要】：建設(shè)工程安全監(jiān)督管理是我國建設(shè)工程安全管理體系中重要的一環(huán),對國家實現(xiàn)安全管理目標具有不可取代的作用,對于提高我國建設(shè)工程安全管理水平具有重要的意義。但是,目前我國的建設(shè)工程安全監(jiān)督管理仍存在諸多缺陷,建設(shè)工程安全監(jiān)督管理機構(gòu)不僅使其自身陷入巨大的工作壓力中,安全監(jiān)督管理也未取得預期的實施效果。本文從管理學、安全學等相關(guān)理論入手,結(jié)合世界各先進地區(qū)的成熟的監(jiān)管體系基礎(chǔ)上,依照我國的國情以及法律框架,結(jié)合現(xiàn)在安全監(jiān)督機構(gòu)的實際以及現(xiàn)有經(jīng)驗,總結(jié)現(xiàn)有管理體系中存在的問題,并以綿陽市為例,探索合理的建設(shè)工程安全政府監(jiān)督管理體系,主要是:突出安全監(jiān)督法制和制度建設(shè)、構(gòu)建責任明確的行政執(zhí)法機制、完善監(jiān)督抽查評價體系以及利用科技創(chuàng)新加大監(jiān)督管理力度等,以達到提高建設(shè)工程政府監(jiān)管的效率,引導建設(shè)工程各參建各方責任主體的安全管理工作走向標準化、規(guī)范化。
[Abstract]:The safety supervision and management of construction engineering is an important part of the safety management system of construction engineering in our country, which plays an irreplaceable role in the realization of the goal of national safety management. It is of great significance to improve the level of safety management of construction engineering in our country. However, there are still many defects in the supervision and management of construction engineering safety in our country at present. The construction project safety supervision and management organization not only causes itself to fall into the huge work pressure, but also does not obtain the anticipated implementation effect. This article starts with the related theories such as management, safety science, etc. On the basis of the mature regulatory system in various advanced regions of the world, in accordance with the national conditions and legal framework of our country, combined with the reality and existing experience of the present safety supervision agencies, the problems existing in the existing management system are summarized. Taking Mianyang as an example, this paper explores a reasonable government supervision and management system of construction project safety, which is mainly as follows: emphasizing the legal system and system construction of safety supervision, constructing the administrative law enforcement mechanism with clear responsibility. In order to improve the efficiency of government supervision of construction projects and guide the safety management of the responsible parties involved in construction projects, the safety management work of all parties involved in construction projects should be standardized and standardized by perfecting the system of supervision, spot checking and evaluation, and making use of scientific and technological innovations to strengthen supervision and management.
