【摘要】：近年來,我國大范圍的空氣污染以及長時間的霧霾天氣,不僅給人民的生活帶來困擾,同時也對施工企業(yè)的施工成本控制提出了更高的要求。我國政府近年來通過立法,專項整治等一系列活動,規(guī)范霧霾制造企業(yè)、行業(yè)、個人的生產(chǎn)、生活行為。施工企業(yè)如何在這種霧霾天氣影響下,對施工項目成本進行合理有效的控制,是值得我們深思和研究的。論文通過查閱揚塵污染治理與施工成本控制相關(guān)文獻,對施工成本控制措施,組織措施、經(jīng)濟措施、技術(shù)措施、合同措施在霧霾天氣條件下的合理運用,構(gòu)建出施工項目在霧霾天氣影響下的成本控制評價指標體系。以安徽省宿州市銀通苑三區(qū)保障房工程項目成本管理為例,總結(jié)了霧霾天氣影響下施工項目成本控制的各項指標,并在此基礎(chǔ)上創(chuàng)造性的提出了“霧霾天氣影響下施工項目成本控制評價體系”,并運用層次分析法和專家打分法對霧霾天氣影響下施工成本控制評價體系中各級指標確定權(quán)重,結(jié)合模糊綜合評價法對霧霾天氣影響下施工成本評價體系進行分析評價,得出了有益的結(jié)論。研究成果對施工項目成本控制具有理論意義和參考價值。
[Abstract]:In recent years, extensive air pollution and long haze weather in China have not only troubled people's lives, but also put forward higher requirements for construction cost control of construction enterprises. Our government has passed legislation in recent years. A series of activities, such as special regulation, to standardize the production and living behavior of haze manufacturing enterprises, industries, individuals, and how to control the cost of construction projects reasonably and effectively under the influence of this kind of haze weather. It is worth our deep thinking and research. Through consulting the relevant documents of dust pollution control and construction cost control, the paper discusses the construction cost control measures, organization measures, economic measures, technical measures, The reasonable application of contract measures under haze weather conditions, and the construction project cost control evaluation index system under the influence of haze weather are constructed. Taking indemnificatory apartment project cost management in the third district of Yintong Court in Suzhou, Anhui Province as an example, The indexes of cost control of construction project under the influence of haze weather are summarized. On this basis, this paper creatively puts forward the evaluation system of construction project cost control under the influence of haze weather, and uses AHP and expert scoring method to determine the weight of all levels of indexes in the evaluation system of construction cost control under the influence of haze weather. Combined with fuzzy comprehensive evaluation method, the construction cost evaluation system under the influence of haze weather is analyzed and evaluated, and a useful conclusion is drawn. The research results have theoretical significance and reference value for construction project cost control.
