【摘要】：2015年《推動(dòng)共建絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路的愿景與行動(dòng)》的發(fā)布,標(biāo)志著“一帶一路”由初步構(gòu)想階段向?qū)嶋H行動(dòng)階段的過(guò)渡。“一帶一路”戰(zhàn)略的實(shí)施不僅給建筑業(yè)帶來(lái)良好的發(fā)展機(jī)遇,同時(shí)也提出了更高的要求。但是,建筑事故的頻頻發(fā)生,安全管理問(wèn)題已成為制約建筑行業(yè)健康發(fā)展的障礙,如何有效地進(jìn)行應(yīng)急管理以降低安全事故對(duì)建筑生產(chǎn)的負(fù)面影響,已成為如今工程項(xiàng)目管理領(lǐng)域亟需解決的難題。首先,本文對(duì)應(yīng)急管理相關(guān)理論與項(xiàng)目管理成熟度理論進(jìn)行了系統(tǒng)闡述,主要包括應(yīng)急管理、應(yīng)急管理能力以及應(yīng)急管理評(píng)價(jià)的定義和組成、項(xiàng)目管理成熟度理論的發(fā)展和特點(diǎn)以及運(yùn)用。其次,在梳理建筑工業(yè)特點(diǎn)、應(yīng)急安全防治工作以及現(xiàn)行法律的基礎(chǔ)上,對(duì)建設(shè)主管部門、施工企業(yè)、重大工程建設(shè)單位、燃?xì)馄髽I(yè)分別進(jìn)行問(wèn)卷調(diào)研,選取部分城市以實(shí)地調(diào)研與調(diào)查問(wèn)卷相結(jié)合的方式,對(duì)應(yīng)急管理體制、應(yīng)急預(yù)案體系、應(yīng)急資源保障、監(jiān)測(cè)預(yù)警、應(yīng)急處置五個(gè)方面的基本狀況與現(xiàn)存問(wèn)題進(jìn)行歸納與分析。然后,針對(duì)建筑工程應(yīng)急管理現(xiàn)存的問(wèn)題,從時(shí)間順序出發(fā),分別從事前預(yù)防、應(yīng)急準(zhǔn)備、應(yīng)急響應(yīng)、事后恢復(fù)四個(gè)方面對(duì)應(yīng)急管理能力進(jìn)行評(píng)價(jià)。運(yùn)用專家打分和專家訪談法對(duì)評(píng)價(jià)指標(biāo)進(jìn)行篩選,以項(xiàng)目管理成熟度模型為理論基礎(chǔ)來(lái)構(gòu)建建筑工程應(yīng)急管理成熟度模型。運(yùn)用改進(jìn)層次分析法、熵權(quán)法確定組合權(quán)重,灰色系統(tǒng)理論求得最終綜合評(píng)價(jià)值,確定成熟度等級(jí),從而構(gòu)造應(yīng)急管理改進(jìn)矩陣來(lái)分析項(xiàng)目的優(yōu)先改進(jìn)順序。最后,將建筑工程應(yīng)急管理成熟度模型對(duì)新疆某建筑工程項(xiàng)目進(jìn)行評(píng)估,對(duì)該項(xiàng)目應(yīng)急管理成熟度結(jié)果進(jìn)行分析與研究,并提出改進(jìn)建議。通過(guò)實(shí)例驗(yàn)證了該模型的可行性。
[Abstract]:The release of the Vision and Action to promote the Co-construction of the Silk Road Economic Belt and the Maritime Silk Road in 21th century on 2015. The implementation of Belt and Road strategy not only brings good development opportunities to the construction industry, but also puts forward higher requirements. With the frequent occurrence of construction accidents, safety management has become an obstacle to the healthy development of the construction industry. How to effectively carry out emergency management to reduce the negative impact of safety accidents on construction production. It has become an urgent problem in the field of engineering project management. First of all, the related theories of emergency management and maturity theory of project management have been systematically expounded, mainly including emergency management. The definition and composition of emergency management capability and emergency management evaluation, the development, characteristics and application of project management maturity theory. Secondly, combing the characteristics of construction industry. On the basis of emergency safety prevention and control work and existing laws, the construction departments, construction enterprises, major engineering construction units, gas enterprises were investigated with questionnaires. Selected some cities with the combination of field research and questionnaire, the emergency management system, emergency plan system, emergency resources protection, monitoring and early warning. The basic situation and existing problems in five aspects of emergency disposal are summarized and analyzed. Then, according to the existing problems of emergency management of construction engineering, starting from the time sequence, respectively from the pre-prevention, emergency preparedness. The ability of emergency management is evaluated in four aspects of emergency response and recovery. The evaluation index is screened by expert scoring and expert interview. Based on the project management maturity model, the paper constructs the construction engineering emergency management maturity model, uses the improved analytic hierarchy process (AHP), the entropy weight method to determine the combination weight, the grey system theory obtains the final comprehensive evaluation value. The maturity level is determined, and the emergency management improvement matrix is constructed to analyze the priority improvement order of the project. Finally, the construction engineering emergency management maturity model is used to evaluate a construction project in Xinjiang. This paper analyzes and studies the maturity results of the emergency management of the project and puts forward some suggestions for improvement. The feasibility of the model is verified by an example.
