【摘要】：在近年來我國各類重大自然災害頻發(fā)的背景下,城市綜合防災規(guī)劃的編制顯得尤為緊迫。但是,由于綜合防災法規(guī)和統(tǒng)一的災害管理機構的缺失,給城市綜合防災規(guī)劃的實施帶來很大的困擾。本文從面向實施的視角,系統(tǒng)分析了城市綜合防災規(guī)劃在編制過程中應重點處理的三大關鍵問題,即災害風險與防災能力的匹配度、相關規(guī)劃的協(xié)調性以及規(guī)劃對策的可操作性;進而針對城市綜合防災能力建設的六大板塊提出了對策框架,并提出基于"三結合"的實施策略,即與法定規(guī)劃相結合、平災結合、部門分工合作。
[Abstract]:In recent years, under the background of frequent occurrence of major natural disasters in China, the preparation of urban comprehensive disaster prevention planning is particularly urgent. However, due to the lack of comprehensive disaster prevention laws and unified disaster management institutions. This paper systematically analyzes three key problems that should be dealt with in the process of urban comprehensive disaster prevention planning from the perspective of implementation-oriented. That is, the matching degree of disaster risk and disaster prevention ability, the coordination of relevant planning and the maneuverability of planning countermeasures; Furthermore, the paper puts forward the countermeasures framework for the construction of urban comprehensive disaster prevention capacity, and puts forward the implementation strategy based on the "three combinations", that is, the combination with legal planning, the combination of natural disasters and the division of work and cooperation between departments.
