【摘要】：目前,住房和城鄉(xiāng)建設部發(fā)出關于征求《關于進一步推進工程總承包發(fā)展的若干意見(征求意見稿)》意見的函,倡導工程建設項目采用工程總承包模式,鼓勵有實力的工程設計和施工企業(yè)開展工程總承包業(yè)務。巖土工程勘察、設計、施工一體化專項承包業(yè)務是近年來由于市場的需求正在逐步發(fā)展起來的一種新型工程總承包業(yè)務類型,正處于培育發(fā)展階段。我國巖土工程行業(yè)具有企業(yè)數(shù)量多、規(guī)模小的特點。巖土工程行業(yè)的集中度較低,要想在國內巖土工程行業(yè)未來的發(fā)展中大力促進勘察、設計、施工一體化業(yè)務的發(fā)展,以提高國內巖土工程企業(yè)在國際市場上的綜合競爭力進而提高盈利能力,則需要國家建設行政主管部門針對巖土工程勘察、設計、施工一體化專項承包這一新型業(yè)務專門制定相應政策和制度,以推進該類型業(yè)務的快速發(fā)展。

Geotechnical engineering industry concentration is low, in order to design in the domestic rock soil engineering industry in the future development and vigorously promote the development of construction, survey, business integration, in order to improve the comprehensive competitiveness in the international market of domestic geotechnical engineering enterprises and improve profitability In order to promote the rapid development of this type of business, we need the national construction administrative department to formulate corresponding policies and systems for the new business of geotechnical engineering investigation, design and construction integrated special contracting.

【正文快照】： 0引言工程總承包是指從事工程總承包的企業(yè)受業(yè)主委托,按照合同約定對工程項目的勘察、設計、采購、施工、試運行(竣工驗收)等實行全過程或若干階段的承包。經過20多年的發(fā)展,工程總承包在我國從無到有,特別是在石油化工、冶金、紡織等領域取得了很好的效果,積累了一定經驗。2
