【摘要】：市政債券是適合城鎮(zhèn)化建設(shè)融資、有助于建立多元化的城鎮(zhèn)化建設(shè)融資體系與可持續(xù)的城鎮(zhèn)化建設(shè)融資機(jī)制的有效融資工具。本文通過(guò)考察發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家利用市政債券為城市化建設(shè)融資的主要做法,總結(jié)其實(shí)踐經(jīng)驗(yàn),以便給我國(guó)推出市政債券、為新型城鎮(zhèn)化建設(shè)融資提供有益的借鑒和啟示;并重點(diǎn)分析了推出市政債券所的重大現(xiàn)實(shí)意義,以及所面臨的法律不健全、地方政府的財(cái)政紀(jì)律不夠嚴(yán)格,預(yù)算透明度較為低下與信用評(píng)級(jí)制度和市場(chǎng)化的發(fā)行定價(jià)機(jī)制缺失等主要障礙。文章提出了針對(duì)性的政策建議,結(jié)合我國(guó)基本國(guó)情,推出市政債券需遵循循序漸進(jìn)的基本原則,先試點(diǎn)、后推廣,有計(jì)劃、有步驟地加以實(shí)施;并加快相關(guān)立法工作,健全法律法規(guī)體系,嚴(yán)格執(zhí)財(cái)政紀(jì)律,構(gòu)建地方政府的財(cái)政信用,完善市政債券信用風(fēng)險(xiǎn)管理制度,制定稅收優(yōu)惠政策等。
[Abstract]:Municipal bond is an effective financing tool suitable for the financing of urbanization construction and helps to establish a diversified financing system for urbanization construction and a sustainable financing mechanism for urbanization construction. By investigating the main methods of using municipal bonds to finance urbanization construction in developed and developing countries, this paper summarizes its practical experience in order to introduce municipal bonds for our country and provide useful reference and inspiration for financing new urbanization construction. It also focuses on the analysis of the great practical significance of the introduction of municipal bonds, as well as the imperfection of the laws faced by the local governments, and the lack of strict fiscal discipline of the local governments. Low budget transparency and lack of credit rating system and market-oriented pricing mechanism and other major obstacles. This paper puts forward some specific policy suggestions, combining with the basic conditions of our country, we should follow the basic principle of gradual and orderly development of municipal bonds, pilot first, then popularize, plan and implement it step by step; We should speed up the relevant legislation, perfect the system of laws and regulations, strictly enforce the fiscal discipline, construct the financial credit of the local government, perfect the credit risk management system of municipal bonds, and formulate preferential tax policies.
