【摘要】：當(dāng)歐洲債務(wù)危機(jī)在不斷加劇,引起世界各國(guó)關(guān)注時(shí),我國(guó)的地方政府債務(wù)的問題也日益凸現(xiàn)出來。由于我國(guó)財(cái)政體制等方面的原因?qū)е铝宋覈?guó)地方政府為了發(fā)展當(dāng)?shù)亟?jīng)濟(jì),滿足當(dāng)?shù)厣鐣?huì)對(duì)公共物品的需求,大量的舉債。導(dǎo)致了我國(guó)地方政府債務(wù)規(guī)模不斷增大。從債務(wù)規(guī)模的數(shù)據(jù)來看,我們地方政府債務(wù)規(guī)模是非常龐大的。龐大的債務(wù)規(guī)模將會(huì)導(dǎo)致我國(guó)地方政府債務(wù)風(fēng)險(xiǎn)隱現(xiàn),如果不及時(shí)對(duì)日益增長(zhǎng)的債務(wù)規(guī)模加以控制,一旦風(fēng)險(xiǎn)擴(kuò)大,出現(xiàn)債務(wù)危機(jī),將會(huì)對(duì)我國(guó)的金融穩(wěn)定甚至是我國(guó)的經(jīng)濟(jì)造成重大的負(fù)面影響。所以對(duì)地方政府債務(wù)規(guī)模進(jìn)行研究是控制地方政府債務(wù)風(fēng)險(xiǎn)的一個(gè)有力前提。將會(huì)對(duì)地方政府債務(wù)規(guī)模的管理和風(fēng)險(xiǎn)規(guī)避都有非常大的幫助。 我國(guó)大部分學(xué)者對(duì)于地方債務(wù)的研究往往集中在地方債務(wù)的風(fēng)險(xiǎn)控制與防范以及地方政府債務(wù)的管理等方面,對(duì)于單獨(dú)針對(duì)地方政府債務(wù)規(guī)模的研究比較少。因此筆者從地方政府債務(wù)規(guī)模的視角對(duì)地方政府債務(wù)進(jìn)行研究,探討地方政府債務(wù)適度債務(wù)規(guī)模。結(jié)合之前學(xué)者已有的研究成果,加入自己獨(dú)特的方法,對(duì)地方債務(wù)規(guī)模進(jìn)行研究,本文主要從以下幾部分對(duì)債務(wù)規(guī)模進(jìn)行研究,首先是導(dǎo)論部分,此部分對(duì)本論文的研究背景進(jìn)行了闡述,并且闡明了本文的研究方法以及存在的創(chuàng)新點(diǎn)和不足之處。其次,分析地方債務(wù)的相關(guān)理論。通過對(duì)理論的分析,來對(duì)我國(guó)地方債務(wù)形成如此巨大規(guī)模的機(jī)理有一個(gè)更清晰的認(rèn)識(shí)。第三,我國(guó)地方債務(wù)規(guī)模的現(xiàn)狀進(jìn)行一個(gè)數(shù)據(jù)上的分析,使人們對(duì)債務(wù)狀況有一個(gè)直觀的感受。第四,對(duì)我國(guó)地方債務(wù)形成的機(jī)理進(jìn)行分析,從根源上探討我國(guó)地方政府債務(wù)的成因,并利用實(shí)證進(jìn)行數(shù)量分析,為論文提供更充足的證據(jù)。最后對(duì)我國(guó)地方政府適度債務(wù)規(guī)模進(jìn)行探討。結(jié)合我國(guó)的國(guó)情,探討出我國(guó)特色的適度債務(wù)規(guī)模模型。
[Abstract]:When the debt crisis in Europe is becoming more and more serious, the problem of local government debt in our country is becoming more and more obvious. In order to develop the local economy and satisfy the local society's demand for public goods, our local governments borrowed a lot of debt because of the financial system of our country. This has led to the increasing scale of local government debt in our country. From the scale of debt data, our local government debt is very large. The huge debt scale will cause the local government debt risk to loom. If the increasing debt scale is not controlled in time, once the risk expands, there will be a debt crisis. It will have a significant negative impact on the financial stability and even the economy of our country. Therefore, the study on the scale of local government debt is a strong premise to control the risk of local government debt. It will be very helpful to local government debt management and risk aversion. Most of the researches on local debt in our country tend to focus on the risk control and prevention of local debt and the management of local government debt, but there are few researches on the scale of local government debt. Therefore, the author studies the local government debt from the perspective of local government debt scale and discusses the appropriate debt scale of local government debt. Combined with the previous research results of scholars, add their own unique methods to study the scale of local debt, this paper mainly from the following parts of the debt scale research, the first part is the introduction, In this part, the research background of this paper is described, and the research methods, innovations and shortcomings of this paper are clarified. Secondly, the related theories of local debt are analyzed. Through the analysis of the theory, there is a clearer understanding of the mechanism of the formation of such a huge scale of local debt in China. Thirdly, the present situation of local debt scale in China is analyzed on a data basis, which makes people have an intuitionistic feeling about the debt situation. Fourthly, the mechanism of the formation of local debt in China is analyzed, the causes of local government debt are discussed from the root, and the quantitative analysis is carried out by empirical analysis, which provides more sufficient evidence for the paper. Finally, the appropriate debt scale of local government is discussed. According to the situation of our country, this paper discusses the moderate debt scale model with Chinese characteristics.
