【摘要】：隨著我國(guó)城市化進(jìn)程深入，資金短缺已經(jīng)成為制約我國(guó)城市基礎(chǔ)設(shè)施建設(shè)的“瓶頸”。利用貸款等傳統(tǒng)負(fù)債式的融資方式已不能滿足建設(shè)資金需求。政府負(fù)債問(wèn)題成為國(guó)內(nèi)和國(guó)際關(guān)注的焦點(diǎn)。 資產(chǎn)證券化這一金融工具可非負(fù)債方式為城市基礎(chǔ)設(shè)施建設(shè)籌集大量的資金，將資產(chǎn)證券化引入到基礎(chǔ)設(shè)施項(xiàng)目籌資中，對(duì)加快我國(guó)城市基礎(chǔ)設(shè)施建設(shè)具有深遠(yuǎn)意義。但是資產(chǎn)證券化在我國(guó)的發(fā)展還存在一定的困難。 本文在我國(guó)城鎮(zhèn)化背景下，以資產(chǎn)證券化支持基礎(chǔ)設(shè)施籌資的可行性為研究對(duì)象，從以下幾個(gè)層面對(duì)基礎(chǔ)設(shè)施資產(chǎn)證券化做了研究：首先，闡述了基礎(chǔ)設(shè)施和資產(chǎn)證券化的基本理論與原理，，分析了我國(guó)資產(chǎn)證券化的發(fā)展歷程；其次，對(duì)城市基礎(chǔ)設(shè)施資產(chǎn)證券化融資進(jìn)行了可行性分析，提出了目前我國(guó)基礎(chǔ)設(shè)施領(lǐng)域適合資產(chǎn)證券化的基礎(chǔ)資產(chǎn)，認(rèn)為城市經(jīng)營(yíng)性(含準(zhǔn)經(jīng)營(yíng)性)基礎(chǔ)設(shè)施無(wú)論是從規(guī)模、技術(shù)特征、基礎(chǔ)資產(chǎn)選擇條件和標(biāo)準(zhǔn)，以及國(guó)家政策背景來(lái)看，都屬于比較適合優(yōu)先采用資產(chǎn)證券化籌資的資產(chǎn)；再次，分析了現(xiàn)有基礎(chǔ)設(shè)施建設(shè)證券化案例；最后，根據(jù)我國(guó)目前的法律、政策和市場(chǎng)等條件分析了我國(guó)城市基礎(chǔ)設(shè)施資產(chǎn)證券化面臨的障礙并提出了具體的對(duì)策。
[Abstract]:With the development of urbanization in China, The shortage of funds has become the "bottleneck" restricting the construction of urban infrastructure in China. The traditional debt financing methods such as loans can no longer meet the needs of construction funds. The problem of government debt has become the focus of attention both at home and abroad. Asset securitization, as a financial instrument, can raise a large amount of capital for urban infrastructure construction in a non-debt way, and introduce asset securitization into financing infrastructure projects. It is of great significance to accelerate the construction of urban infrastructure in China, but there are still some difficulties in the development of asset securitization in China. Under the background of urbanization in China, this paper takes the feasibility of supporting infrastructure financing by asset securitization as the object of study, and makes a study on the securitization of infrastructure assets from the following aspects: first of all, This paper expounds the basic theory and principle of infrastructure and asset securitization, analyzes the development course of asset securitization in China, secondly, analyzes the feasibility of the financing of asset securitization of urban infrastructure. The paper puts forward the basic assets suitable for asset securitization in the field of infrastructure in our country at present. It is considered that the infrastructure of urban management (including quasi-operational) is based on scale, technical characteristics, selection conditions and standards of basic assets. As well as the background of national policies, they all belong to assets that are more suitable for the financing of asset securitization; thirdly, it analyzes the existing cases of securitization of infrastructure construction; finally, according to the current law of our country, This paper analyzes the obstacles faced by the securitization of urban infrastructure assets under the conditions of policy and market, and puts forward some concrete countermeasures.
