【摘要】：21世紀以來,黨中央立足中國發(fā)展的實際,在社會組織建設方面進行了一系列理論與實踐創(chuàng)新:首次提出了"社會組織"的新概念;創(chuàng)新管理模式,建立現(xiàn)代化社會組織體制,社會管理以及社會組織自治都要在法治的軌道上進行;更新黨建內容,在社會組織設立黨組、發(fā)揮黨的核心作用、增強黨的工作輻射力度、加強黨組織的制度保障;激發(fā)社會組織活力,鼓勵支持社會組織全方位參與社會治理,實現(xiàn)政府與社會組織的良性互動�？傊�,對社會組織管理實現(xiàn)由"管理"到"治理"的理念轉變,加強黨委領導、明確社會組織目標,依法參與社會治理,為實現(xiàn)國家治理體系和治理能力現(xiàn)代化提供強大動力支持。
[Abstract]:Since the 21st century, the Party Central Committee has made a series of theoretical and practical innovations in the construction of the social organization based on the reality of the development of China: the new concept of the "social organization" has been put forward for the first time; the innovative management mode is the establishment of the modern social organization system. The social management and the self-government of the social organization should be carried out on the track of the rule of law; the content of the Party construction shall be updated, the Party group shall be set up in the social organization, the central role of the Party shall be played, the work radiation of the Party shall be strengthened, the system guarantee of the Party organization shall be strengthened, and the vitality of the social organization shall be stimulated, It is encouraged to support the full participation of social organizations in social governance and to realize the benign interaction between the government and the social organization. In short, it is necessary to change the concept of social organization management from "management" to "governance", to strengthen the leadership of the Party committee, to define the objectives of the social organization, to participate in the social governance according to law, and to provide powerful support for the modernization of the national governance system and the governance ability.
