【摘要】：樓宇經(jīng)濟的興起和發(fā)展,是我國城市現(xiàn)代化的必然之路,也是城市經(jīng)濟實力和社會發(fā)展水平的風向標。在中國城鎮(zhèn)化進程進入轉(zhuǎn)型提質(zhì)發(fā)展時期,樓宇經(jīng)濟由于具備資源集約化特征和較強的產(chǎn)業(yè)輻射,突破了城區(qū)土地資源日益匱乏的瓶頸,拓展了城市經(jīng)濟發(fā)展的空間,與我國經(jīng)濟轉(zhuǎn)型升級和提質(zhì)增效的需求十分契合。目前,國內(nèi)外與樓宇經(jīng)濟相關的學術研究包括對CBD的研究,對樓宇經(jīng)濟基本要素、可行性分析、區(qū)域樓宇發(fā)展實例、產(chǎn)業(yè)發(fā)展與政府職能等方面研究。通過文獻資料閱讀、實地調(diào)研和觀察,本文明確了樓宇經(jīng)濟的概念,主體要素和特征;厘清樓宇經(jīng)濟與中央商務區(qū)、與現(xiàn)代服務業(yè)的關聯(lián)。運用公共產(chǎn)品理論和市場失靈理論論證了政府在樓宇經(jīng)濟發(fā)展中的主體地位和必要性。通過分析長沙市樓宇建設數(shù)據(jù),縱向比較長沙市第三產(chǎn)業(yè)經(jīng)濟數(shù)據(jù),橫向與發(fā)達城市及中部其他城市第三產(chǎn)業(yè)經(jīng)濟數(shù)據(jù),展現(xiàn)了長沙市樓宇經(jīng)濟發(fā)展現(xiàn)狀,總體來說長沙市商務樓宇量質(zhì)有大幅提升,產(chǎn)業(yè)穩(wěn)步發(fā)展,但樓宇供過于求,核心產(chǎn)業(yè)潛力尚待挖掘。在當前的經(jīng)濟環(huán)境和市場狀況下,如何進一步科學發(fā)展現(xiàn)代服務業(yè),提速城市樓宇經(jīng)濟的發(fā)展,是長沙市市區(qū)兩級政府的重要命題。本文繼續(xù)分析了長沙市區(qū)兩級政府發(fā)展樓宇經(jīng)濟的主要部門、工作內(nèi)容、工作手段和職能履行現(xiàn)狀。從規(guī)劃布局指導職能、產(chǎn)業(yè)政策扶植職能、市場監(jiān)管職能、基礎設施建設治理和社會管理職能三大方面進行了現(xiàn)狀分析,指出長沙市區(qū)政府在發(fā)展樓宇經(jīng)濟中存在管理服務機構和內(nèi)容不統(tǒng)一、規(guī)劃不嚴謹、扶植政策針對性不強,市場監(jiān)管、基礎設施治理和社會管理精細化程度不高的問題,提出了理順市區(qū)兩級工作機制,實施科學的產(chǎn)業(yè)規(guī)劃,建立多維度扶植和服務體系的優(yōu)化對策,將樓宇經(jīng)濟的發(fā)展問題與城市政府整體運營和統(tǒng)籌發(fā)展城市經(jīng)濟結合考慮,探索城市政府在城鎮(zhèn)化發(fā)展過程中,職能的進一步轉(zhuǎn)換。
[Abstract]:The rise and development of building economy is not only the inevitable road of urban modernization in China, but also the vane of urban economic strength and social development level. In the process of urbanization in China, due to the intensive characteristics of resources and strong industrial radiation, the building economy has broken through the bottleneck of the increasing shortage of urban land resources, expanded the space for urban economic development, and is in good agreement with the needs of China's economic transformation and upgrading and improving quality and increasing efficiency. At present, the academic research related to building economy at home and abroad includes the study of CBD, the basic elements of building economy, feasibility analysis, regional building development examples, industrial development and government functions. Through literature reading, field investigation and observation, this paper clarifies the concept, main elements and characteristics of building economy, and clarifies the relationship between building economy and central business district and modern service industry. This paper demonstrates the main position and necessity of the government in the development of building economy by using the theory of public goods and the theory of market failure. Through the analysis of Changsha building construction data, vertical comparison of Changsha tertiary industry economic data, horizontal and developed cities and other cities in the central city of the tertiary industry economic data, showing the current situation of Changsha building economic development, generally speaking, Changsha commercial building quality has been greatly improved, the industry has developed steadily, but the supply of buildings exceeds the demand, and the potential of the core industry remains to be excavated. Under the current economic environment and market conditions, how to further develop modern service industry and speed up the development of urban building economy is an important proposition of Changsha urban government. This paper continues to analyze the main departments, work contents, working means and function performance of Changsha municipal government in the development of building economy. This paper analyzes the present situation from three aspects: planning and layout guidance function, industrial policy support function, market supervision function, infrastructure construction governance and social management function, and points out that Changsha urban government has some problems in the development of building economy, such as the management service organization and content is not unified, the planning is not rigorous, the pertinence of support policy is not strong, the market supervision, infrastructure governance and social management are not high. This paper puts forward the countermeasures of straightening out the working mechanism of the two levels of the urban area, implementing the scientific industrial planning, establishing the multi-dimensional support and service system, combining the development of the building economy with the overall operation of the urban government and the overall development of the urban economy, and exploring the further transformation of the functions of the urban government in the process of urbanization.
