【摘要】：長期以來,政治溝通理論與實(shí)踐中存在一種對表達(dá)的偏愛,仿佛只要保障了"說"的權(quán)利與義務(wù),民主和平等就能實(shí)現(xiàn),而"聽"的權(quán)利與義務(wù)不存在一樣。事實(shí)上,傾聽作為一種溝通和參與行為,天然具有政治屬性。有效的政治傾聽有助于密切官民關(guān)系,解決社會沖突,提高決策的科學(xué)性,建立政治溝通的良性循環(huán)。考慮到訴求表達(dá)屬于一種典型的對抗性談話,本文通過統(tǒng)計(jì)"人民網(wǎng)"輿情案例庫中140起抗?fàn)幨录南嚓P(guān)信息,呈現(xiàn)2007年—2015年中國民眾的"說"與政府的"聽"之現(xiàn)狀和特征,并且在此基礎(chǔ)上進(jìn)一步分析發(fā)現(xiàn),政府在事件中的傾聽行為與事件的訴求議題、沖突程度、政府層級以及政府自身在事件中的角色等多個(gè)變量有關(guān)。為進(jìn)一步改善當(dāng)前政府傾聽行為表現(xiàn),文末提出了三點(diǎn)策略性建議,畢竟作為政治互動的雙方,你只有"好好聽",對方才會"好好說",政治溝通才能實(shí)現(xiàn)良性循環(huán)。
[Abstract]:For a long time, there is a preference for expression in the theory and practice of political communication, as if democracy and equality can be realized as long as the rights and obligations of "saying" are guaranteed, while the rights and obligations of "listening" do not exist. In fact, listening, as a kind of communication and participation behavior, naturally has a political attribute. Effective political listening is helpful to close the relationship between government and people, solve social conflicts, improve the scientific nature of decision-making and establish a virtuous circle of political communication. Considering that the expression of appeal belongs to a typical antagonistic conversation, this paper presents the present situation and characteristics of "saying" and "listening" of the Chinese people from 2007 to 2015 by counting the relevant information of 140 protest events in the Public opinion case Library of the "people's Network". On this basis, it is further analyzed and found that the government's listening behavior in the event is related to the issue of the event and the degree of conflict. There are many variables related to the level of government and the role of government itself in events. In order to further improve the current performance of the government's listening behavior, three strategic suggestions are put forward at the end of the paper. After all, as the two sides of political interaction, you can only "listen well" to the other side, and the other side will "speak well" and political communication can achieve a virtuous circle.
