【摘要】：通過對風險社會以及古典行政學相關理論的分析,同時結合發(fā)達國家風險治理的國際經驗,本文認為風險社會所誘發(fā)的行政國家的適應性激變,對傳統(tǒng)行政國家的三大基礎提出了不同程度的沖擊和挑戰(zhàn),推動了風險國家的形成。作為一種新的治理類型,風險國家在國家的角色職能、國家能力、制度范式以及行政文化等方面,都與傳統(tǒng)行政國家存在著明顯的差異。作為當今世界最大的發(fā)展中國家,中國社會面臨著社會各類風險的疊加效應,同時中國的國家建設面臨著建設現代行政國家和融入風險國家的雙重任務。本文認為只有采用"1+1"的綜合融入式建構策略,中國才能有效地應對不同風險的疊加挑戰(zhàn),并將風險治理有機地融入到國家治理能力和體系現代化的進程之中。
[Abstract]:Through the analysis of the relevant theories of risk society and classical administration, and combined with the international experience of risk management in developed countries, this paper holds that the adaptive upheaval of administrative countries induced by risk society puts forward different degrees of impact and challenges to the three foundations of traditional administrative countries, and promotes the formation of risk countries. As a new type of governance, there are obvious differences between risk countries and traditional administrative countries in the role and function of the state, national capacity, institutional paradigm and administrative culture. As the largest developing country in the world, Chinese society is facing the superposition effect of all kinds of social risks. At the same time, China's national construction is facing the dual task of building a modern administrative state and integrating into a risky country. This paper holds that only by adopting the comprehensive integration construction strategy of "11" can China effectively cope with the superposition challenge of different risks and integrate risk management into the process of national governance ability and system modernization organically.
