【摘要】：新公共治理是應(yīng)對(duì)21世紀(jì)公共服務(wù)提供主體日益多元和政策制定過程日益復(fù)雜的現(xiàn)實(shí)應(yīng)運(yùn)而生的。為了充分反映和把握公共政策實(shí)施及公共服務(wù)提供的各種現(xiàn)實(shí),各國(guó)學(xué)者紛紛從不同角度提出了公共治理的新方案,形成了以英國(guó)史蒂芬·奧斯本為代表的"服務(wù)主導(dǎo)邏輯"視角、美國(guó)道格拉斯·摩根為代表的"制度中心"視角、丹麥雅各布·托弗林為代表的"政治—行政"系統(tǒng)模型分析視角、瑞典維克托·佩斯托夫?yàn)榇淼?共同生產(chǎn)"視角以及范式變遷視角。多維視角既是全面解讀新公共治理的一個(gè)途徑,也標(biāo)志著新公共治理正在全球公共行政領(lǐng)域掀起第三次浪潮,新公共治理的先進(jìn)思想也值得我國(guó)借鑒。
[Abstract]:The new public governance comes into being in response to the increasing diversity of public service providers and the increasingly complex policy-making process in the 21st century. In order to fully reflect and grasp the various realities of the implementation of public policies and the provision of public services, scholars from all over the world have put forward new schemes for public governance from different perspectives. It forms the perspective of "service-oriented logic" represented by Stephen Osborne of England and the perspective of "system center" represented by Douglas Morgan of the United States. The perspective of "political-administrative" system model, represented by Jacob Tofflin, Denmark, and the perspective of "co-production" and paradigm change, represented by Viktor P 茅 stov, Sweden. Multidimensional perspective is not only a way to interpret the new public governance in an all-round way, but also indicates that the new public governance is setting off the third wave in the field of global public administration. The advanced thought of the new public governance is also worthy of our reference.
