【摘要】：正改革開放后,地方政府創(chuàng)新歷程中的一個突出現(xiàn)象是,在各級地方政府積極開展創(chuàng)新的疊加效應(yīng)之下,中國仍處在治理創(chuàng)新的試驗階段,合理有效的地方治理體系始終沒有建立起來,出現(xiàn)了地方政府"創(chuàng)新悖論"。一方面,地方政府創(chuàng)新案例不斷涌現(xiàn),得到頻頻宣傳和推廣,其中一些還作為典型被學(xué)習(xí)、觀摩、仿效和"再創(chuàng)新";另一方面,為數(shù)不少的地方政府創(chuàng)新呈現(xiàn)"短命"和不可持續(xù)的特點,形成"孤島效應(yīng)""曇花現(xiàn)象"以及"插
[Abstract]:After the reform and opening-up, one of the outstanding phenomena in the process of local government innovation is that, under the overlapping effect of the local governments at all levels, China is still in the experimental stage of governance innovation, and the rational and effective local governance system has not been established. There was a local government "innovation paradox".
